Abstract
Razvoj novih informacijsko-komunikacijskih tehnologij je dodobra zaznamoval današnji svet. Spremembe je bilo mogoče čutiti tudi v javni upravi, kjer so se pričeli premiki v smeri kvalitetnejše javne uprave, ki je eden temeljnih dejavnikov za konkurenčnost gospodarstva. E-uprava spreminja postopke poslovanja uprave z uporabo interneta, kar odpravlja uradne ure in čakanje v vrstah.
Namen e-uprave je nuditi večjo preglednost nad storitvami, nižanje stroškov, skrajšanje časa izvajanja procesov, povečanje zadovoljstva uporabnikov in omogočanje enostavnejše in kakovostnejše izmenjave informacij z zmanjšanjem napak prek izključitve človeškega faktorja. Vendar sta elektronska nepismenost in nezaupanje v varnost teh storitev še vedno dva glavna razloga za slabo uporabo storitev e-uprave. Seveda lahko z leti pričakujemo porast uporabe storitev e-uprave, saj mlajše generacije odraščajo ob razvoju nove tehnologije, ki omogoča takojšen dostop do potrebnih informacij in lahko pričakujemo, da bodo v prihodnosti uporabniki dostopali do spletnih portalov kar preko dlančnikov, pametnih telefonov, interaktivne televizije, tabličnih računalnikov in drugih tehnoloških novosti.
Interes za uporabo storitev e-uprave bi lahko povečali tudi z boljšo in bolj ciljno promocijo teh storitev. Za povečanje zavedanja o e-upravi pri starejših bi lahko uporabili bolj klasične načine in sicer prek letakov, v časopisih, na radiu in televiziji, mlajše pa bi o storitvah e-uprave lahko seznanjali prek družabnih omrežij (na primer Facebook, Twitter, Google+, LinkedIn in ostali) in s simboličnimi nagradnimi igrami na teh omrežjih.

The development of new information and communication technologies left a mark on the world as we know it, because the innovations were implemented in all aspects of our lives. Changes were also seen in the public administration, which began moving towards a higher quality of public administration, which is one of the main factors of a competitive economy. E-government changes the way public administration works by using the Internet, which eliminates limited working hours and waiting in queues to get things done.
The purpose of e-government is to provide greater transparency of services, reduce costs, shorten the duration of processes, increase customer satisfaction and enable easier and better information exchange by reducing errors through exclusion of human factors. However, electronic illiteracy and lack of confidence in the safety of these services are still two of the main reasons for low use of e-government. Over the years to come, we can expect an increase in the use of e-government services as younger generations are growing up in a time of continuous development of new technology, which allows instant access to necessary information. We can predict that in the future individuals will be able to access the needed web portals of e-government with the use of PDAs, smart phones, tabs and other technological innovations.
Interest in using e-government services could be boosted by a better and more targeted promotion of these services. To increase the awareness of e-government services of the older generation more conventional ways such as promotion through leaflets, in newspapers, on the radio and television could be used. The younger generation could learn about e-government services on social networks (e.g. Facebook, Twitter, Google+ LinkedIn and others) and contests with symbolic prizes on these networks. |
