Abstract

Diplomska naloga prikazuje kompleksno pravno ureditev rejništva v Republiki Sloveniji, čemur sledi ureditev rejništva na mednarodnem nivoju. Rejništvo je posebna oblika varstva in vzgoje otrok, ki so nameščeni v rejniško družino in začasno ne morejo prebivati v svoji biološki družini. Sistem rejništva predstavlja odgovornost države, da otrokom, ki iz različnih razlogov ne morejo živeti pri svojih matičnih starših, država najde družino, v kateri bodo pridobili pozitivno družinsko izkušnjo. Center za socialno delo je organ, pristojen za oddajo otroka v rejniško družino. Po namestitvi otroka v rejništvo je dolžnost CSD oblikovanje in sestajanje individualne projektne skupine, v kateri načrtujejo strokovno obravnavo rejenca in neposredno spremljajo njegov razvoj v rejniški družini. Vsebina naloge zajema tudi podrobne okoliščine in vzroke v matični družini, ki posledično privedejo do oddaje otroka v rejniško družino. V statističnih podatkih je zajeto številu otrok v rejništvu, številu rejniških družin, itd. Ti podatki so prikazani v tabelah, v nadaljevanju pa so analizirani in argumentirani. Posebna pozornost je namenjena obliki rejništva, kjer vlogo rejnika prevzeme in izvršuje sorodnik. V okviru sorodstva je opisano kakšno vlogo in težo pripisujemo sorodstvu in krvni povezanosti med sorodniki.

Secondary abstract: The diploma thesis deals with legal regulation of foster care within Slovenia and it also shows regulation of foster care on international level. Fosterage is defined as a special structure which takes care and the same time educate children, who are placed in the foster family and are temporarily unable to live with their biological family. A system of fosterage represents a responsibility of a state to find a family for the children, who are unable of any reasons to live with their biological parents. Those children should gain some positive family life experience. Social service is competent and responsible to assign a child into foster family. After placing the foster child in fosterage, social services are responsible for composition of individual project group, which includes everyone related to foster care. Inside individual project group social workers have to arrange an individual plan for every child separately. With assignment are also included circumstances and causes within biological family which leads child to foster care. Statistics shows number of children which are placed in fosterage, numbers of foster families and other data which are represented in table. Particular attention concentrates on foster care between relatives. It is shown importance of connections between blood relatives.
