Abstract

V tem diplomskem delu smo v prvem delu opredelili skupno zunanjetrgovinsko politiko Evropske unije, njen nastanek, oblikovanje le-te in proučili instrumente, s katerimi EU ureja svoje trgovinske odnose s tretjimi državami. V nadaljevanju smo naredili analizo kemičnega, ter ločeno še farmacevtskega in kozmetičnega sektorja proizvodnje Evropske unije. Vsako področje smo analizirali z vidika pomembnosti za gospodarstvo in dobrobit Evropske unije ter predstavili kakšno pozicijo zaseda posamezen sektor v svetu, z vidika velikosti proizvodnje in trga ter deleža v mednarodni menjavi. Ugotovili smo, da Evropska unija zavzema ključno vlogo na svetovnem trgu kemičnih, farmacevtskih in kozmetičnih izdelkov. Evropski trg je za kemične izdelke načeloma zelo odprt, medtem ko nekatere druge države še zmeraj uporabljajo visoke carine za zaščito narodnih gospodarstev. Še večji problem pa predstavljajo mnoge necarinske ovire, ki omejujejo evropskim izvoznikom vstop na tuje trge. Med njimi so za kemični, farmacevtski in kozmetični sektor najbolj pogosti kompleksni in diskriminatorni standardi in tehnične predpisi, slaba zaščita pravic intelektualne lastnine, ter nepotrebni, zahtevni ali dragi postopki testiranja in registracije ter pridobivanja licenc in certifikatov. Evropska unija se spopada s trgovinskimi ovirami z instrumenti Skupne zunanjetrgovinske politike ter s sklepanjem številnih sporazumov na bilateralni in multilateralni ravni (predvsem v okviru WTO).

Secondary abstract: In the first part of this diploma work we described the Common commercial policy of the European Union, its beginning, formation and analysed the instruments used to manage the trade relations with third countries. Further we made an analysis of the chemical, pharmaceutical and cosmetic industrial sector of the European Union. We analysed every sector from the point of its importance for the economy and well-being of the European Union and the position it has in the world economy, the production and market volume and the share it has in international trade. We established that the European Union has taken a key position in the world market of chemicals, pharmaceuticals and cosmetics. The EU market is generally very open for chemicals, while some other countries still maintain high tariffs in order to protect their national economies. Even bigger problems represent non-tariff barriers, which EU exporters are confronted when accessing foreign markets. Among those are for chemicals, pharmaceuticals and cosmetics most frequent complex and discriminatory standards and technical regulations, weak Intellectual Property Rights protection, and unnecessary, burdensome or costly testing, registration, licensing and certification procedures. The European Union is tackling the trade barriers with its trade defence instruments and with a number of bilateral and multilateral agreements.
