Abstract
Integraciji EU in ASEAN sta svoje tridesetletno sodelovanje na številnih področjih sklenili nadgraditi s sklenitvijo prostotrgovinskega sporazuma. Sporazum se bo dotikal številnih področij, na katerih integraciji že intenzivno sodelujeta. Pogajanja potekajo na področjih, kot so prehrana, varstvo človekovih pravic, terorizem, okoljski problemi in podnebne spremembe, energija ter javno zdravje. Pogajanja so se začela leta 2007, vendar so bila dve leti kasneje sporazumno prekinjena. Med obema integracijama namreč obstajajo številne ovire, ki onemogočajo hitro sklenitev sporazuma. Te ovire se nanašajo predvsem na raznolikost članic ASEAN, na njihove razvojne vrzeli, na trenutno gospodarsko in finančno krizo, ki je prizadela tudi območje jugovzhodne Azije, ter na vojaško diktaturo, ki vlada v Mjanmaru, in s tem povezano kršenje človekovih pravic. Obe strani si prizadevata za čim prejšnjo premostitev težav, ki se pojavljajo pri pogajanjih za sklenitev sporazuma o prosti trgovini. Sporazum bi obema integracijama prinesel pomembne koristi, kot so liberalizacija storitev, lažje trgovanje zaradi odprave carinskih omejitev, vpliv na blaginjo in proizvodnjo. Članice ASEAN bi s sklenitvijo sporazuma postale manj odvisne od sosednjih držav, bolj bi se odprle preostalemu svetu in postale neodvisne od dogodkov v regiji. Kljub premoru v pogajanjih s celotno integracijo se je EU odločila za začetek pogajanj s posameznimi članicami, saj menijo, da bodo tako lažje sklenili sporazum s celotno integracijo. Tako je v marcu 2010 potekal prvi krog pogajanj o prostotrgovinskem sporazumu s Singapurjem, v načrtu pa je začetek pogajanj še z nekaterimi drugimi članicami.

The EU and ASEAN integrations have decided to upgrade their thirty years of cooperation with conclusion of the free trade agreement. The agreement will include many different areas at which integrations already intensively cooperate. Negotiations are currently underway in areas such as nutrition, human rights, terrorism, environmental issues and climate change, energy and public health. Negotiations began in 2007, but have been two years later consensualy terminated. There are a lot of obstacles between integrations which prevent fast conclusion of the free trade agreement. These obstacles are: diversity of ASEAN members, development gaps between members, current economic and financial crisis and militaray dictatorship in Myanmar and the associated violations of human rights. Both integrations have to resolve the disagreements fast and sign the agreement as soon as possible. Free trade agreement would bring significant benefits such as liberalization of services, facilitating trade by the abolition of customs restrictions, the impact on welfare and production. ASEAN members would become less dependent on neighboring countries and more independent of situations in the region. Despite the break in negotiations with integration ASEAN EU decided to start negotiations with individual members as they believe it will be easier to conlude negotiations for free trade area with ASEAN. In March 2010 the first round of negotiations regarding free trade agreement was held with Singapore. The begining of negotiations with other members of ASEAN is also in process. |
