Abstract

Tako v Sloveniji kot drugod po svetu se soočamo z demografskimi spremembami – staranje prebivalstva, nižja stopnja rodnosti, brezposelnost, itd. Te spremembe so omajale trdnost pokojninskega in invalidskega zavarovanja. Vlada Republike Slovenije je podala predlog za reformo pokojninskega in invalidskega sistema. Sedanji pokojninski sistem je sestavljen iz treh stebrov. Prvi steber zagotavlja minimalni standard upokojencev, drugi in tretji steber pa sta namenjena dodatnemu pokojninskemu zavarovanju. Dodatno pokojninsko zavarovanje zagotavlja višji socialni standard po prehodu iz delovno aktivnega statusa v status upokojenca. Slovenski pokojninski sistem se zgleduje po nemškem pokojninskem sistemu. Tudi v Nemčiji poznajo tristebrni sistem pokojninskega zavarovanja. Prvi steber je financiran po PAYG principu, pri dodatnem pokojninskem zavarovanju pa je na voljo več oblik zavarovanja.

Secondary abstract: In Slovenia and elsewhere in the world are facing demographic challenges - an aging population, lower birth rates, unemployment etc. These changes undermine the soundness of pension and disability insurance. The Slovenian Government has submitted a proposal for reform of the pension and disability system. The current pension system consists of three pillars. The first pillar provides a minimum standard of pensioners, second and third pillar is intended to provide additional pension insurance. Supplementary pension insurance provides higher social standards throughout the transition from active working status to the status of the pensioner. Slovenian pension system is inspired by the German pension system. Even in Germany they know three pillar pension scheme. The first pillar is financed through a PAYG principle, the supplementary pension insurance is available to more types of insurance.
