Abstract

Tema te diplomske naloge je Medobčinski inšpektorat in redarstvo Zasavje, ki je začelo delovati dne 01.07.2009. Na začetku sem predstavila občinsko redarstvo, in sicer zgodovino občinskega redarstva, uniformo, označbe ter opremo občinskih redarjev, uporabo prisilnih sredstev in pooblastila občinskih redarjev. Posebno pozornost sem posvetila tudi spremenjeni zakonodaji v zadnjih letih, ki daje občinskim redarjem vrsto novih nalog in pooblastil. To sta predvsem Zakon o občinskem redarstvu (Uradni list RS, št. 139/2006) in Zakon o varstvu javnega reda in miru (Uradni list RS, št. 70/2006). Vsekakor pa nisem pozabila tudi na novo prometno zakonodajo, ki se je začela uporabljati dne 01.07.2011. S tem mislim na uveljavitev štirih novih zakonov, in sicer: Zakon o pravilih cestnega prometa (Uradni list RS, št. 109/2010), Zakon o voznikih (Uradni list RS, št. 109/2010), Zakon o motornih vozilih (Uradni list RS, št. 106/2010), in Zakon o cestah (Uradni list RS, št. 109/2010), pri čemer sta za občinske redarje ključna predvsem Zakon o pravilih cestnega prometa in Zakon o cestah. V drugem delu sem na kratko predstavila občinsko inšpekcijo, predvsem pojem, pravno podlago za delovanje občinske inšpekcije, pogoje, pooblastila in ukrepe občinskega inšpektorja. Tretji del diplomske naloge je namenjen predstavitvi Medobčinskega inšpektorata in redarstva Zasavje, kot organa skupne občinske uprave, ustanovljenega s strani občin Trbovlje, Zagorje ob Savi in Hrastnik. V tem delu sem predstavila pravno podlago za njegovo delovanje, namen ustanovitve, vodenje in organiziranost ter materialne pogoje za njegovo delovanje. V zadnjem delu pa sem na kratko predstavila še občinski program varnosti, kot temeljni strateški dokument za zagotavljanje varnosti v občini.

Secondary abstract:	The theme of this thesis is the Intermunicipal inspectorate and the Constabulary Zasavje, which became operational on 01. 07. 2009. At the beginning I introduced municipal constabulary, namely the history of the municipal police shall, uniforms, equipment and indications and municipal wardens, the use of force and powers of municipal staff. I devoted special attention to the amended legislation in recent years, which gives municipal wardens range of new functions and powers. These are primarily the Local Police Act and the Act on the Protection of Public Order. However, I did not forget the new transport legislation that came into force on 01. 07. 2011. By this I mean the implementation of four new laws, namely: the Law on Road Traffic Rules, the Law on Drivers, the Law on Motor Vehicles and the Act on the roads, while the most important laws for the municipal constabulary are the Law on Road Traffic Rules and the Act on the Roads. In the second part I briefly introduced the municipal inspection, especially the concept of the legal basis for operation of a municipal inspection, conditions, responsibilities and actions of the municipal inspector. The third part of the thesis is aimed at presenting the Municipal Inspectorate and constabulary Zasavje, as a body of joint municipal administration set up by municipalities Trbovlje, Zagorje ob Savi and Hrastnik. In this section I presented the legal basis for its operation, purpose of the establishment, management and organization, and material conditions for its operation. In the final section, I briefly presented the municipal security program, as a basic strategic document to ensure safety in the municipality.
