Abstract
Sistem javnih financ je od osamosvojitve Slovenije leta 1991 nenehno podvržen spremembam, zadnjo reformo pa uvaja novi Zakon o javnih financah, ki opredeljuje posredne in neposredne uporabnike državnega in občinskih proračunov.
Pojem decentralizacije se pogosto enači s pojmom samouprave, kar pa ni pravilno. Pri decentralizaciji gre za delitev nalog med lokalnimi organi in centralno oblastjo, pri samoupravi pa je bistvena neodvisnost in samostojnost lokalnih organov pri opravljanju nalog. Prva oblika lokalne samouprave se je uvedla po osamosvojitvi. Občine z novo vsebino in organi so tako začele delovati s 1. januarjem 1995.
Temeljni zakon, ki ureja financiranje občin, je Zakon o financiranju občin (ZFO). S tem zakonom se ureja financiranje nalog, ki jih upravljajo občine v skladu z zakoni in ustavo. Za nemoteno delovanje in upravljanje nalog potrebujejo organi finančna sredstva, katera občine pridobijo iz lastnih virov, sredstev države ali zadolževanja. Potrebe lokalnih skupnosti in občanov zagotovi občina, vendar pa je zaradi pomanjkanja sredstev občin potrebna tudi dodatna pomoč države.
Občine bi morale imeti večjo avtonomnost in sredstva, ki bi bila v sorazmerju z nalogami občine.

Secondary abstract: |
Since Slovenia gained independence in 1991, the public finance system is continuously subjected to changes; recent reform introduces a new Public Finance Act. The Public Finance Act defines direct and indirect users of state and municipal budgets.
The concept of decentralization is often equated with the concept of self-government, which is not correct. Decentralization is a division of tasks between local authorities and central government, in self-government is essential independence and autonomy of local authorities in carrying out their tasks. The first form of local self-government was introduced after independence. Municipalities with new content and the authorities have also started work on 1st January 1995.
The Basic Law, which regulates the financing of municipalities, is the Act of funding municipalities. This Act regulates the financing of the tasks managed by the municipality in accordance with the laws and constitution. For work without disturbance and management functions authorities need financial means, which municipalities acquire from its own resources, the government borrowing and incur debts. Needs of local communities and residents are assured by the municipality, but because of lack of municipality resources a financial aid from state is also needed.
Municipalities should have more autonomy and resources that would be in proportion with the tasks of the municipality. |
