Abstract

V magistrski nalogi, ki je pred nami, obravnavamo spolno nadlegovanje v slovenski policiji. Ker se tematika magistrske naloge osredotoča predvsem na delovanje policije, smo velik del posvetili teoretični razlagi. Pomembno vprašanje nam je predstavljal zgodovinski začetek samega spolnega nadlegovanja, saj nas je zanimalo, kdaj se je o tem sploh začelo govoriti oziroma pisati. S pomočjo različnih avtorjev smo definirali pomen spolnega nadlegovanja in ugotovili, da gre v večini primerov za obliko nasilnega vedenja s spolno naravo. Zanimalo nas je tudi, kateri dejavniki vplivajo na nastanek in kakšne vrste nadlegovanja poznamo. Pri vsem tem najbolj pomembno vlogo igrajo akterji spolnega nadlegovanja - storilci in žrtve. Ugotovili smo, da le-te storilci dojemajo kot manjvredna bitja, ki so brez pravice do zavrnitve njegove želje (Kanduč, 1999). Veliko držav ima pravno urejen sistem, ki se nanaša na spolno nadlegovanje na delovnem mestu. Slovenska zakonodaja je pri opredeljevanju tega pojava relativno nova. Januarja 2003 je začel veljati Zakon o delovnih razmerjih, ki spolno nadlegovanje na delovnem mestu prepoveduje, leta 2007 pa je novela o omenjenem zakonu temeljito prenovila te določbe (Tavčar, 2009). Prepoved spolnega nadlegovanja najdemo tudi v Kazenskemu zakoniku in Zakonu o javnih uslužbencih ter v Zakonu o uresničevanju načela enakega obravnavanja. Zadnje poglavje se potem osredotoča na praktični del, kjer smo z vprašalnikom preverjali, ali prihaja do spolnega nadlegovanja v policiji. Ugotovili smo, da le-to slovenskim policistom in policistkam ni tuj pojav in da so ga v največji meri deležni s strani sodelavcev in občanov, najmanj pa s strani nadrejenih. Ne glede na vedenjske odzive v primeru nadlegovanja pa sodelujoči v raziskavi pri tem doživljajo različne psihične in psihosomatske simptome, kjer se med njimi najpogosteje pojavljata živčnost in vzkipljivost.

Secondary title: Sexual harassment in the Slovene police force
Secondary abstract: In the master's thesis in front of us, we explore sexual harassment in the Slovenian police. Due to understanding of this topic, we firstly focused on theoretical part in which we learnt about police functioning. Thesis theme is based on it and an important issue is historical background on sexual harassment awareness. To determine the meaning of the term sexual harassment, we presented numerous definitions from different authors. Majority of cases were a form of violent behavior with sexual nature. We were also interested in defining the impacts on the begging of sexual harassment and what kinds of sexual harassments are known. In fact, the most important role is played by the actors of sexual harassment. These are the perpetrators and also the victims. Victims are looked at as inferior and unrighteous to refuse the perpetrator (Kanduč, 1999). Many countries have a legally regulated system, which refers to sexual harassment in the workplace. Slovenian legislation in term of defining this phenomenon is relatively new. In January 2003 Labor Relations Act entered into force and prohibited sexual harassment in the workplace. In 2007 the amendment of this Act, thoroughly renewed these provisions (Tavčar, 2009). The prohibition of sexual harassment can also be found in the Penal Code, the Civil Servants Act and in the Act on Equal Treatment. Last chapter focuses on the practical part of the thesis, where we explored sexual harassment in the Police, with a questionnaire. We found out that it is not a strange phenomenon to Slovenian policeman and policewomen. They are mostly harassed by their colleagues and citizens and the least by their superiors. Regardless of behavioral responses in the events of harassment, participants in the study experience different psychological and psychosomatic symptoms. Most frequent symptoms are nervousness and temper.
