Abstract
Ponarejanje gotovine velja za svetovni pojav in ga lahko štejemo za eno izmed najstarejših kaznivih dejanj v zgodovini. Sprejem ponarejenega denarja je ena izmed številnih vrst tveganja, s katerim se soočajo vsi, ki delajo z denarjem. Vsaka emisijska banka si prizadeva zaščititi svoje bankovce in kovance pred ponarejanjem z vgradnjo vedno večjega števila varovalnih elementov, ti vsaj otežujejo, če že ne preprečujejo ponarejanja. K ponarejanju denarja pa na žalost pripomore tudi vse bolj izpopolnjena računalniška in druga tehnična oprema. Zato se ponaredki pogosto močno približajo originalu. Tudi Evropska centralna banka, ki izdaja našo skupno evropsko valuto evro, se sooča s problematiko ponarejanja. Zaradi tega so tudi sklenili izdati nove serije bankovcev, ki bi naj bili še bolj varni pred ponarejanjem. V diplomski nalogi smo analizirali, kako prisoten je pojav ponarejanja evro bankovcev v Sloveniji in v okviru Evropske unije ter kateri so najpogosteje ponarejeni bankovci v obtoku. Kovancem se nismo preveč posvečali. Prav tako smo predstavili ukrepe za preprečevanje ponarejanja evro bankovcev. V nalogi smo ugotovili, da je problem ponarejanja denarja prisoten tudi v Sloveniji. Najpogosteje ponarejeni bankovci v okviru Evrope so apoeni za 20 in 50 evrov. Podobno je tudi pri nas, kjer se pogosto ponarejajo tudi bankovci za 100 evrov. Sodobne tehnike tiskanja so olajšale delo ponarejevalcem. Menimo, da bi v ta namen vsa programska in strojna oprema morala biti zaščitena na način, da onemogoči prepoznavanje in tiskanje bankovcev. Ljudi, ki prihajajo v stik z bankovci, pa bi morali dodatno izobraziti, da bi lažje prepoznali ponaredke. Da bi čim lažje odkrili ponarejene bankovce in kovance, moramo najprej dobro poznati osnovne karakteristike pravih. Le tako in s pomočjo izkušenj bomo lahko odkrivali morebitne napake, ki so jih nehote naredili ponarejevalci. Osnovne ukrepe za prepoznavanje ponaredkov bi morali poznati vsi ljudje. Je pa res, da zaradi dobre kakovosti ponaredke težko na prvi pogled prepozna celo strokovnjak.

Counterfeiting of euro banknotes |

Counterfeiting currency is a global issue and is one of the oldest criminal offences in history. Accepting counterfeited money is one of many risks of people who work with money. Every bank of issue tries to prevent counterfeiting of their banknotes and coins by implementing many security features, which make the counterfeiting more difficult or even, prevent it. Improved computer and technical software contribute to counterfeiting currency. The counterfeited banknotes often look exactly like real banknotes.
Even the European Central Bank which issues our common European currency, the Euro, is facing the problem of counterfeiting. That is why they decided to issue a new series of banknotes, which should be harder to counterfeit.
In the diploma paper we analyzed the occurrence of counterfeiting euro banknotes in Slovenia and the European Union, and which counterfeited banknotes are most frequently in circulation. Counterfeiting coins was not in focus. We discovered that the counterfeiting problem occurs also in Slovenia. Most common counterfeited banknotes in Europe are 20 and 50 Euro banknotes. It is the same in Slovenia, where also occur fake banknotes for 100 Euro.
Modern print techniques make it easier for counterfeiters. In my opinion, the software and hardware, used for that purpose, should be protected in a way which would prevent recognition and printing of fake banknotes. People who work with money on a daily basis should be educated how to easier detect counterfeited banknotes. To detect counterfeited banknotes and coins they must have knowledge about the basic characteristics of real banknotes. So they can detect flaws which may occur on counterfeited banknotes. Everyone should know the basic elements of detecting counterfeited currency. Because of very good quality of the banknotes even a specialist cannot detect a fake right away. |
