Abstract
V svetu se povečujejo proizvodnja, promet in uporaba kemikalij, ki se po svojih lastnostih uvrščajo med nevarne snovi. Zaradi nesreč oziroma nenadzorovanega uhajanja nevarnih snovi v okolje so naši ekosistemi vključno z ljudmi, ki tam živijo, vse bolj ogroženi. S stališča možnih nesreč z nevarnimi snovmi predstavljajo glavne vire nevarnosti predvsem industrijski obrati, kjer se izdelujejo, predelujejo ali uporabljajo večje količine nevarnih snovi, skladišča teh snovi, prevozi nevarnih snovi po cestah, železnici ali po morju ter odlagališča kemikalij. Drugo področje kemijske varnosti je, ko gre za namerno zlorabo učinkov kemikalij z namenom ogrožanja varnosti v državi in ga lahko razdelimo na teroristično delovanje in kriminalno delovanje z namenom povzročiti škodo %drugemu% iz različnih razlogov. Tveganja in nevarnosti v zvezi z nevarnimi kemikalijami pokriva veliko zakonskih določb, ki so razpršene po dejavnostih in so zaradi tega težko razumljive, še posebej, če se v svojih določbah prikrivajo. Zaradi tega je sodelovanje med subjekti nacionalne varnosti pomembno in se izboljšuje, vendar se še vedno pojavljajo pomanjkljivosti. Nekatere ustanove pokrivajo posamezna področja zagotavljanja varnosti, kot so Uprava RS za zaščito in reševanje, Ministrstvo za notranje zadeve, Ministrstvo za okolje in prostor, Urad RS za kemikalije in drugi, vendar so ti subjekti omejeni na zelo ozka področja. Centralna informacijska podpora se počasi vzpostavlja in izboljšuje, k temu verjetno pripomoreta tudi sodelovanje s podobnimi organi v državah Evropske skupnosti in dostop do skupnih baz na tem področju ter s tem do podatkov, ki jih prej ni bilo mogoče pridobiti.

because of their characteristics are increasing all over the world. Due to accidents and uncontrolled releases of hazardous substances into the environment, our ecosystems, including the people who live in it, are increasingly threatened. Main sources of threat, regarding accidents involving dangerous substances, are industrial plants, where large amounts of hazardous materials are produced, processed or used, warehouses where these substances are stored, transport of dangerous substances by road, rail or sea, and chemical landfills. Another area of chemical safety is a deliberate abuse of chemicals and their effects, with aim to jeopardize the security of a country. It can be divided into terrorist and criminal actions, with the intent to cause harm, for various reasons, to another party. The danger and risks related to hazardous chemicals are covered by a wide range of legal provisions which are unfortunately scattered across various activities and thus making it difficult to understand, especially if they are concealed in these provisions. Therefore, it is of utmost importance for the national security entities to cooperate. Their cooperation is improving but there is still room for improvement. Some institutions cover only specific areas of security provision - such are the Administration for Protection and Rescue of the Republic of Slovenia, Ministry of Interior, Ministry of Environment and Spatial Planning, Chemical Office of the Republic of Slovenia, etc, but they are limited to a very narrow areas. Central IT support has been gradually establishing and improving, probably due to cooperation with similar bodies in the European Community countries, access to common databases in this field and consequently to data which could have not been obtained before. |
