Abstract

Namen diplomskega dela je preveriti, ali ima Slovenija predpisane scenarije za nacionalno oceno tveganja, jih primerjati z drugimi državami članicami in na osnovi tega oceniti, v kakšnem položaju je naša država na tem področju. Največji poudarek je namenjen scenarijem nesreč, ki so povezane z nevarnimi snovmi, čeprav so v nacionalne ocene tveganja vključene tudi druge nesreče, npr. ekstremni vremenski pojavi, poplave, plazovi, gozdni požari, potresi, jedrske nesreče, večje nesreče v prometu ipd. V delu smo raziskali, kateri scenariji nesreč z nevarnimi snovmi so uporabljeni za izdelavo državnih ocen tveganja in kako je ocenjeno tveganje za tovrstne nesreče. Analizirali smo pristope, ki jih uporabljajo v nekaterih evropskih državah in ugotavljali, kakšno je stanje v Sloveniji. Ugotovili smo, da Slovenija v državni oceni tveganja obravnava tri scenarije: izpust goriva, utekočinjenega naftnega plina in zelo strupene snovi. Z uporabo metode RRA smo izvedli hitro oceno verjetnosti teh scenarijev in ovrednotili še nedavna požara nevarnih snovi v Sloveniji. Na podlagi raziskanih metod in opravljenih analiz za Slovenijo in druge evropske države smo predlagali poenostavljeno metodologijo za preliminarni izbor ustreznih scenarijev za državno oceno tveganja. Rezultati kažejo, da je nabor scenarijev nesreč z nevarnimi snovmi v slovenski državni oceni tveganja ustrezen.

Secondary title: Criteria for the selection of accident scenarios for national risk assessment
Secondary abstract: This thesis aims to investigate the existence of stipulated national risk assessment scenarios in Slovenia, make a comparison with other Member States, and thus, assess Slovenia’s current status in this field. The main focus is on accident scenarios involving dangerous substances although national risk assessments comprise also other accidents, e. g. extreme weather events, flooding, avalanches, forest fire, earthquakes, nuclear accidents, major traffic accidents etc. In this thesis it was studied which accident scenarios involving hazardous substances are used to make the national risk assessments, and furthermore, determine how the risk for such accidents is assessed. Approaches used in some EU countries were analyzed in comparison with the current situation in Slovenia. The findings show that Slovenian national risk assessment involves three scenarios: leaks of fuel, liquefied petroleum gas and very toxic substances. By using a RRA method a quick assessment of scenarios’ probabilities was performed including two recent fire events in Slovenia involving dangerous substances. On the basis of the investigated methods and the analysis carried out for Slovenia and other EU countries, this work proposes a simplified methodology for the prescreening of scenarios suitable for national risk assessment. The results indicate that Slovenian national risk assessment deals with suitable set of accident scenarios involving dangerous substances.
