Abstract

Izhodišče za pisanje magistrskega dela z naslovom Znanstveni nazivi v Slovenski vojski je nedvomno dejstvo, da slovenski vojaški izobraževalni sistem še vedno ni del javnega izobraževalnega sistema, čeprav je z izvajanjem nekaterih programov z njim tudi delno povezan, iz tega pa izhaja, da ni skladen z bolonjskim procesom. Z bolonjskim procesom so želele članice Evropske unije poenotiti evropski visokošolski sistem in prostor z zagotavljanjem njegove kakovosti. Na ta način naj bi se zagotovilo pospeševanje evropske dimenzije, razvoj Evropske unije kot družbe, ki temelji na znanju. Naslednje izhodišče za pisanje magistrskega dela je bilo to, da smo ponovno želeli preveriti stanje pripadnikov z znanstvenimi nazivi v Slovenski vojski in ga primerjati med letom 2009 in letom 2015. Večina držav članic Evropske unije je sistem vojaškega izobraževanja uskladila z bolonjskim procesom in to tako, da je le-ta postal del javnoveljavnega visokošolskega sistema in tako na ta način spada v bolonjski proces. Slovenski vojaški izobraževalni proces je sestavni del Slovenske vojske in Ministrstva za obrambo in zaradi tega relativno zaprt za zunanje predavatelje in študente. V kakovostnem smislu ne uporablja enakih meril kot javni izobraževalni sistem. Pridobitev znanstvenega naziva pomeni za posameznika potrditev opravljenega izobraževalnega procesa, v katerem je pridobival različna nova znanja, spoznanja in vedenja. Tudi v Slovenski vojski so pripadniki z znanstvenimi nazivi, ki bi se morali čutiti odgovorne in biti najbolj aktivni pri razvoju in spreminjanju vojaškega izobraževalnega sistema ter ga kakovostno nadgrajevati. Za razumevanje vsebine znanstvenih nazivov v Slovenski vojski je pomemben teoretični del magistrskega dela, v katerem smo predstavili znanost, vojaško znanost, izobraževanje, usposabljanje in izpopolnjevanje, vojaško izobraževanje in usposabljanje. V tem delu magistrske naloge še omenimo poglavje, kjer predstavimo vojaškostrokovno literaturo, v kateri lahko objavljajo svoje dokumente/dela pripadniki z znanstvenimi nazivi v Slovenski vojski. V raziskovalnem delu magistrskega dela smo opravili primerjalno analizo kadra z znanstvenimi nazivi v Slovenski vojski, kjer smo pridobili podatke o številu pripadnikov z znanstvenimi nazivi v Slovenski vojski in o njihovi znanstveni aktivnosti ter jih nato primerjali z letom 2009 in letom 2015.

Secondary abstract: The primary purpose of the master's thesis Academic titles in the Slovenian Army is to determine why the Slovenian military education system is still not part of the public education system. Despite the fact that they are to some extent connected through programme implementation, the Slovenian military education system is not in line with the Bologna process. Members of the European Union introduced the Bologna process to standardise the European higher education system and to ensure its quality and by this guarantee the promotion of the European Dimension - the development of the European Union as a society based on knowledge. Another objective of this thesis is to re-examine the number of personnel in the Slovenian Army who hold an academic title and compare it with the years 2009 and 2015. Most member states of the European Union standardised their military education system with the Bologna process by making it part of the state-approved higher education system. The Slovenian military education process is a constituent part of the Slovenian Army and the Ministry of Defence and because of that relatively inaccessible for external lecturers and students. Quality-wise it does not use the same criteria as the public education system. An academic title means that a person has completed their education process in which they gained new knowledge, skills and experience. In the Slovenian Army, there are members with academic titles who should feel responsible for the military education system and hold the most active role in its transformation and development. They should also make sure that its quality is regularly upgraded. The theoretical part of this thesis serves as the basis for understanding academic titles in the Slovenian Army. It describes science, military science, education and training, as well as military education and training. This part focuses also on military professional literature where Slovenian Army personnel with academic titles can publish their work. The empirical part of this study is based on a comparative analysis of personnel with academic titles in the Slovenian Army. The number of personnel with academic titles and their academic activities are compared with the ones from years 2009 and 2015.
