Abstract
Diplomacija je nepogrešljivi in nujni del vsakdanjika v mednarodnih odnosih. Poklicni diplomati igrajo pri tem pomembno vlogo. Ker prav oni zastopajo države in s tem milijonske narode, nosijo s sabo veliko družbeno odgovornost za podajanje, prenos ali izražanje stališč lastne države. Pomembno je, da v državi gostiteljici pridobijo čim več informacij, ki koristijo lastni državi. Magistrsko delo predstavlja poklicnega diplomata Ignaca Goloba, ki je nekaj let po polnoletnosti stopil v diplomacijo in bil vanjo vključen oziroma aktiven vse do svoje smrti leta 2002. Na začetku svoje diplomatske kariere leta 1953 je na jugoslovanskem veleposlaništvu v Stockholmu pri veleposlaniku Darku Černeju spoznal nekatere pomembne naloge in znanja, ki jih je obvladal, ter zakonitosti poklica, v katerega se je podal. Pri slednjem je spoznal diplomatski red in disciplino. Prve besede veleposlanika Černeja so se nanašale pomembne lastnosti, kot so točnost, videz in znanje jezikov. Kariera Ignaca Goloba, začenši s Švedsko, se je nemudoma nadaljevala v kraju, ki bi ga lahko imenovali križišče diplomacije. Organizacija združenih narodov (OZN) je diplomata Goloba poklicno močno zaznamovala. Postal je diplomat, ki je v svoji karieri do potankosti spoznal multilateralno diplomacijo. Ko je tako za časa bivše Jugoslavije pridobil številne diplomatske izkušnje v diplomaciji ter v njej deloval na številnih veleposlaniških funkcijah, med katerimi vsekakor sodijo kot najpomembnejša tista v okviru OZN, je s tem potrjeval znanje in izkušnje pri vodenju procesov v diplomatski organizaciji. V svoji diplomatski karieri je bil Golob štirikrat veleposlanik v jugoslovanski diplomaciji in dvakrat državni sekretar v slovenski. Prelomnica v njegovem življenju je bila uresničitev njegove napovedi o združitvi obeh Nemčij, kar se je dejansko zgodilo dve leti po napovedi. Po razdružitvi Slovenije od Jugoslavije je bil kmalu povabljen k uresničevanju ciljev takratne slovenske zunanje politike. Domala logično je, da je s svojimi izkušnjami, znanstvi (bistveno) prispeval k tedanji slovenski diplomaciji, da je Slovenija vstopila v članstvo OZN. Slovenska diplomacija je spoznala njegovo resnično vrednost in velikost poklicnega diplomata, ki ga je nosil v sebi, ter ga povabila za državnega sekretarja na Ministrstvo za zunanje zadeve (MZZ). Tam je izkušnje iz prejšnje diplomacije uresničeval v na novo nastajajoči slovenski diplomaciji. Sogovorniki so mi v procesu raziskovanja njegovega diplomatskega dela predstavili, kako je v funkciji državnega sekretarja učil, postavljal pravila ter celo zapovedoval, da je vsaka najmanjša stvar pri diplomatskem nastopu (pri komunikaciji, pri sprejemu ter posredovanju informacije) zelo pomembna. Merilo glede veličine njegovega profila poklicnega diplomata bi lahko bilo dejstvo, da je prenekateri dokument, sestavljen v kabinetu tedanjega predsednika države, pred pošiljanjem pregledal in izpilil prav Ignac Golob

Diplomacy is essential and necessary part of everyday life in international relations. Professional diplomats play a very important role. As diplomats representing their countries and thus millions of the people, they carry with them a big social responsibility for delivering, transferring or expressing the views of their own countries. It is also important that they obtain as much information and data as possible in the host country that would benefit their own country. This master's thesis represents professional diplomat Ignac Golob, who joined diplomatic service in his early years and remained actively involved in it until his passing away in 2002. At the beginning of his diplomatic career in 1953 at the Yugoslav Embassy in Stockholm, he learned some of the important tasks, knowledge needed and also basic manners or legality of the profession. There he worked together with ambassador Darko Černej, who tought him diplomatic rules and discipline. First words of ambassador Černej were all turning around importance of punctuality, oneʼs own appearance and language skills. Mr. Golob's career, starting with Sweden, soon resumed in the intersection of diplomacy, in New York. The United Nations left a huge mark on diplomat Golob. He soon became a diplomat who meticulously knew the multilateral diplomacy inside out. During his service in the Yugoslav diplomacy, he acquired a number of diplomatic experiences in diplomacy, and worked on a number of ambassadorial positions, among which are the most important ones carried out in the UN, thereby confirming his knowledge and experience in managing diplomatic processes in diplomatic organization. In his diplomatic career Golob was ambassador four times in the Yugoslav diplomacy and two times State Secretary in the Slovene diplomacy. The turning point in the ambassador Golob's life was to achieve the reunification of Germany, which actually happened two years after his prediction. Following the dissolution of Yugoslavia, he was soon invited to achieve the objectives of Slovenian foreign policy. It is logical that with all of his experience and knowledge, he fundamentally contributed to the Slovenian diplomacy, so that Slovenia joined the United Nations. Slovenian diplomacy soon recognized the true value of the professional diplomat and greatness he carried within himself and invited him to become State Secretary in the Ministry of Foreign Affairs. There he used his valuable diplomatic experience on a large scale. Many participants in this research were explaining, how he was teaching them at every step, passing rules and even commanded, that even the smallest thing in diplomatic onset (broadly speaking), communication, reception or transmission of information is very important. The measurement of his greatness as a professional diplomat could also be the fact that many documents drawn up in the office of the president were reviewed and polished by the very same Ignac Golob. |
