Abstract

V uvodnem delu je predstavljenih nekaj značilnosti specialnih policijskih enot po svetu. V nadaljevanju so predstavljeni terorizem, pomen besede terorizem, vrste terorizma, ki jih poznamo, ter delitev terorizem. Podrobneje je predstavljenih pet najbogatejših terorističnih skupin po svetu, kako delujejo, letni proračuni in kakšni so njihovi cilji. Opisana sta dva na pogled ista, vendar po dejavnosti različna pojma – antiterorizem in protiterorizem. Glavna tema pa je usposabljanje, delovanje in organizacija nekaterih specialnih policijskih enot. V tem poglavju je opisanih 7 specialnih policijskih enot po svetu: ameriška enota Delta Force, avstrijska enota Einsatzkommando Cobra (v nadaljevanju EKO Cobra), britanska enota Special Air Service (v nadaljevanju SAS), francoska enota Recherche, Assistance, Intervention et Discussion (v nadaljevanju RAID), nemška enota Grenzschutzgruppe 9 (v nadaljevanju GSG 9), pakistanska enota Special Services Group (v nadaljevanju SSG) in slovenska enota Rdeči panterji. Specialne policijske enote so predstavljene tako, da so najprej splošno opisane, nato pa je poudarek na samem usposabljanju, delovanju in organizaciji posamezne enote. V nadaljevanju so preostale specialne policijske enote primerjane s specialno enoto slovenske policije (v nadaljevanju SE) Rdeči panterji. Končujemo s potrditvijo oziroma zavrženjem na začetku zastavljenih hipotez. Ugotovljeno je bilo, da si enote niso zelo različne, kar se tiče same strukture in usposabljanja. Slovenska specialna policijska enota je kljub majhni številčnosti konkurenčna drugim večjim državam in njihovim enotam. Na raznih tekmovanjih in urjenjih je slovenska specialna enota pokazala svojo kakovost ter se zlahka kosala s svetovno priznanimi enotami.

Secondary title: Training, operation and organization of some special police units
Secondary abstract: The introduction presents some of the characteristics of »Special Police Units« (abbreviated as SPU's) around the world. The following will discuss: the definition of terrorism - and it is explained, which kind of terrorism we identify, and how it is divided. We will identify and look particularly at six of the richest terrorist groups in the world today. They are described - how they work, their annual budgets, and what are their objectives. There currently exist two varieties of actions to neutralize the threat and consequences of terrorism and these are anti-terrorism and counter-terrorism programs. The main topic of my diploma thesis is training, operation and organization of some various Special Police Units. Seven SPU's located around the world are described and these are American Delta Force, Austrian Einsatzkommando Cobra (EKO Cobra), British Special Air Service (SAS), French Recherche Assistance, Intervention et Discussion (RAID), German Grenzschutzgruppe 9 (GSG 9), Pakistan Special Services Group (SSG) and the Slovenian Red Panthers (SRP). In addition, I wanted to compare the Slovenian SRP with other international SPU's. SPU's are presented in the following way: first they are described in general terms, then the emphasis is on reviewing their spot training, and the operation and organization of the individual SPU units. In addition, in the discussion, different SPU's are compared with the Slovenian SPU, the Red Panthers. My diploma thesis ends with »confirmation or discarding« of my hypotheses that were initially set. We find that the SPU units across the globe are not very different in terms of the structure and training itself. Despite its small size, the Slovenian SRP is competitive with other major countries and their units. At various competitions, training sessions, the Slovenian SPU demonstrated its quality and can be easily compared with other world renowned units.
