Institucije za preprečevanje nasilja nad starejšimi v Sloveniji

Abstract

Nasilje nad starejšimi v zadnjih letih postaja vedno večji družbeni problem. To je posledica vedno večjega deleža starega prebivalstva, ki se iz dneva v dan še povečuje. Starejši ljudje spadajo med najbolj ranljive skupine ljudi, ki so pogosto tarča različnih oblik nasilja. K temu pripomore tudi zakonodaja s tega področja, ki ne ponuja natančne definicije nasilja nad starejšimi, ki je obravnavano le v širši zakonodaji. V boju proti nasilju nad starejšimi sodelujejo številne državne institucije in druge organizacije, ki so specializirane za preprečevanje nasilja, pri njihovem delu pa je dobro medsebojno sodelovanje ključnega pomena. Pomembno vlogo pri tem ima tudi preventivno delovanje in ozaveščanje javnosti. V diplomski nalogi smo pregledali zakonodajo, ki ureja področje nasilja nad starejšimi in poskušali ugotoviti kakšne so pomanjkljivosti, ki bi jih bilo potrebno odpraviti. Pregledali smo tudi literaturo, ki opisuje delo institucij in drugih organizacij, ki se ukvarjajo s preprečevanjem nasilja nad starejšimi in poskušali ugotoviti na kakšen način se soočajo z nasiljem nad starejšimi. Poskušali smo tudi ugotoviti kako sodelovanje med njimi pripomore k učinkovitemu reševanju tega problema. Ugotovili smo, da je zakonodaja, ki ureja preprečevanje nasilja nad starejšimi res pomanjkljiva in ne ponuja jasnih definicij, zato bi jo bilo potrebno dopolniti ali spremeniti. Ugotovili smo tudi, da institucije in druge organizacije, ki se ukvarjajo z nasiljem nad starejšimi tako dobro delujejo prav zaradi dobrega medsebojnega sodelovanja in obveščanja.

Secondary abstract:	Violence against the elderly has become a growing social issue in recent years. This is, in part, due to the increasing proportion of the elderly population, which continues to grow daily. The elderly are among the most vulnerable groups of people who are prone to various forms of violence. Legislation in this field is also a contributing factor to the problem due to the fact that it does not offer a precise definition of violence against the elderly, leaving the issue to be handled by more general pieces of legislation. There are many state institutions and other organizations which are specialized in the prevention of violence, and are subsequently involved in a common fight against violence towards the elderly. Cooperation is crucial for their work to be successful; therefore, preventative actions and general awareness of the issue play an important role in their mission. In this thesis, we review the legislation governing the area of violence against the elderly and attempt to investigate and discover the weaknesses in the legislation that should be eliminated or corrected. We also review pieces of literature which describe the work of the institutions and other organizations which deal with prevention of violence against the elderly, and use that information to investigate how to face this social problem. We also aim to determine how cooperation between these organizations could contribute to effectively solving this issue. We found that the legislation governing the prevention of violence against the elderly is entirely inadequate in that it does not provide clear definitions and should thus be supplemented or amended. We have also found that the institutions and other organizations which deal with violence against the elderly are successful due to methods which involve mutual cooperation as well as an exchange of information.
