Abstract

Namen diplomskega dela je preučiti primer Ljubljane, ki je osvojila naziv zelene prestolnice za leto 2016. Glavni cilji dela so opisati potek prijave za nagrado in posamezna okoljska področja Ljubljane, kjer je bilo narejenih največ sprememb. Poleg same študije primera smo v diplomskem delu namenili pozornost tudi evropski okoljski politiki in sedmemu okoljskemu akcijskemu programu, ki podpirata tovrstno nagrado. Ob pisanju diplomskega dela nas je najbolj zanimalo, katere ukrepe je mesto sprejelo, ki so ga pripeljali do naziva zelene prestolnice. Prav tako nas je zanimalo tudi, kaj je Ljubljana naredila v času zelenega leta. Ugotovili smo, da je Ljubljana osvojila naziv zelene prestolnice na podlagi Vizije 2025 za trajnostni razvoj mesta in s številnimi ukrepi, ki so jih uvedli na področju prometa. Kar se tiče leta 2016 ali tako imenovanega zelenega leta, pa smo ugotovili, da se je največ sprememb zgodilo na področju narave, in sicer s postavljanjem parkov in igrišč na degradiranih območjih. V prihodnosti bi bilo treba ukrepati na področju zraka z novo zakonodajo in aktivnejšimi programi. Prav tako bi bilo treba prenoviti odseke cest za boljšo varnost kolesarjev in pešcev.

Secondary abstract: The aim of this thesis is to examine the example of Ljubljana, which received the title of the Green Capital for the year 2016. Our main objectives are to describe the process of applying for the prize and to decribe the individual environmental areas of Ljubljana, where they made the most changes. In addition to the case study itself, in the thesis the attention was paid also to the European environmental policy and to the 7th Environment Action Programme that supports this kind of award. Upon writing this thesis, we were most interested in the measures taken by the city, which led to the title of the Green Capital. We were also interested in what Ljubljana did during the »green year«. We note that Ljubljana won the title of the Green Capital on the basis of Vision 2025 for the sustainable development of the city and with the numerous measures it has introduced in the field of transport. Regarding the year 2016 or the so-called green year, we found that most of the changes occurred in the field of nature by setting up parks and playgrounds in degraded areas. In the future, action should bet aken primarly in the field of air with new legislation and more active programs. It would also be necessary to renovate road sections for better safety of cyclists and pedestirans.
