Abstract
Magistrsko delo obravnava odnos med centrom in periferijo v ruskem imperiju in Sovjetski zvezi na primeru Srednje Azije v času od sredine 19. stoletja do začetka druge svetovne vojne. Avtor predpostavlja, da je jezikovna politika imperialnega in sovjetskega centra v odnosu do srednjeazijske periferije imela dvojno vlogo. En del te politike je predstavljal izgradnjo izobraževalnega sistema in upravne infrastrukture, medtem ko je ravno preko tega politika na območje periferije istočasno vnašala elemente jezikovne in kulturne asimilacije zavoljo konsolidacije svoje moči. Avtor predpostavlja tudi to, da so se pristopi centra razlikovali glede na časovno obdobje in obliko oblasti. Poseben poudarek je na razlikah v pristopu med imperialno in sovjetsko oblastjo, pri čemer avtor ugotavlja tudi to, da obe obdobji nista pomenili enoznačne politike, pač pa se je le-ta prilagajala in spreminjala tudi znotraj obeh obdobij.

Secondary abstract: |
This postgraduate thesis examines the relation between the political center and its periphery in the Russian empire and Soviet union on the example of Central Asia in the time period from mid-19th century up until the begining of World war II. The author suggests that the language policies of the imperial and Soviet centres had a double role in their relation to the Central Asian periphery. One part of the policy was the establishment of an education system and administrational infrastructure, whereas this at the same time introduced elements of linguistic and cultural assimilation in order to consolidate the centre's power. The author also suggests, that the centre's approaches differed accordingly to the historical period and form of government, at which point the author determines that both mentioned periods also saw different approaches within their time frames. |
