Abstract

Namen magistrske naloge je oblikovanje informacijske podlage za ocenjevanje tržne vrednosti nepremičnin na območju Mestne občine Kranj. V magistrski nalogi obravnavamo nezazidana stavbna zemljišča, kmetijska in gozdna zemljišča ter stanovanjske nepremičnine. Namen naloge so podlage, ki bi bile ocenjevalcem v pomoč pri ocenjevanju tržne vrednosti nepremičnin na izbranem območju. Analizirani so najpomembnejši dejavniki, ki vplivajo na tržno vrednost nepremičnin. Vsi pridobljeni rezultati so komentirani tudi iz strani strokovno usposobljenega ocenjevalca, ki deluje na območju Mestne občine Kranj in obravnavano območje zelo dobro pozna. Ugotovili smo, da imamo več aplikacij, kjer se vpisujejo izvedene prodaje. Evidence so dokaj zanesljive. Vse prodaje je potrebno pregledati ter pred analizo izločiti neustrezne in tako na koncu dobimo dokaj majhen vzorec ustreznih primerjav. Ugotovili smo, da so prodajne cene nezazidanih stavbnih zemljišč najbolj odvisne od same lokacije in se lahko spreminjajo tudi znotraj posamezne katastrske občine. Tudi prodajne cene stanovanj so glede na dosegljive podatke najbolj odvisne od lokacije, saj dejanskega stanja stanovanj iz dosegljivih evidenc ne moremo preveriti.

Secondary title: Informational Basis for the Assessment of Real Estate Market Values - the example of the Municipality of Kranj
Secondary abstract: The purpose of the master thesis is to create an information basis for the assessment of the market value of real estates in the Municipality of Kranj. The MSc thesis includes vacant construction lands, agricultural lands and forestlands, as well as residential real estates. The aim of the thesis is to provide a basis which would help qualified assessors in the assessment of the market value of real estates in a specific area. The most important factors that contribute to the market value of real estates are analysed. The obtained results are also verified by a professionally qualified assessor who works at the Municipality of Kranj and is therefore very familiar with the area. We discovered that there are various web applications where completed sales are registered and the data is reliable. All of the sales needed to be examined in order to eliminate those that were unsuitable. We obtained a rather small sample of adequate comparisons. It was established that the selling price of the vacant construction lands mostly depends on the location and can be subject to changes within individual cadastral municipality. According to the accessible data, the selling price of apartments also depends on the location because the actual condition of apartments cannot be verified through the accessible records.
