Abstract
Življenja si danes brez električne energije ni več moč predstavljati. Od električne energije je odvisno delovanje države, gospodarstva ter vpliva na kvaliteto življenja vsakega posameznika. Električna energija spada pod kritično energetsko infrastrukturo, kar pomeni, da lahko grožnje, ki ji pretijo, pravzaprav ogrožajo življenje ter tudi premoženje ljudi. Ena od groženj kritični elektroenergetski infrastrukturi so tudi naravne nesreče in vremenske ujme. V tovrstnih krizah je lahko elektroenergetska infrastruktura bolj ali manj ogrožena in/ali poškodovana, njene okvare pa posledično ogrožajo življenje ljudi ter živali, ogrožajo premoženje, kulturno dediščino ter nazadnje tudi okolje. Ena izmed naravnih nesreč, ki poleg viharjev ter mokrega in težkega snega ogroža elektroenergetsko infrastrukturo, je žled. Leta 2014 je Slovenijo prizadel katastrofalen žled. Poškodoval je precejšen del elektroenergetske infrastrukture po celotni Sloveniji, diplomsko delo pa se osredotoča na elektroenergetsko infrastrukturo podjetja Elektro Ljubljana, d.d. Diplomsko delo se na primeru tega žledoloma osredotoča na ocenjevanje ogroženosti kritične elektroenergetske infrastrukture in načrtovanje zaščite, reševanja in pomoči ter kakšno je vodenje v času krize v podjetju. Skozi intervjuje z zaposlenimi v podjetju Elektro Ljubljana, d.d. je podana podrobnejša percepcija nesreče in njenih posledic. V diplomskem delu se je ugotovilo, da je v slovensko zakonodajo možno implementirati spremembe, ki bi pozitivno vplivale na kritično elektroenergetsko infrastrukturo in sicer kabliranje električnih vodov brez pridobitve gradbenega dovoljenja, kar poleg preventivnega investiranja podpre tudi trajnost gradnje, saj je v primeru kabliranja življenjska doba električnega voda dvakrat daljša kot življenjska doba nadzemnega voda. Prav tako bi lahko v zakone implementirali omiljene postopke gradnje in tako ponovno podprli preventivno investiranje podjetij že v nekriznem času. Preventivno investiranje, kot je bilo v diplomskem delu ugotovljeno, je možno izvajati s kabliranjem električnih vodov, s preventivno menjavo (pre)starih drogov ter tudi z uvedbo pomočnika dežurnega delavca podjetja izven delovnih ur podjetja.

Nowadays, it is impossible to imagine life without electric energy. The functioning of the country, economy and it also impacts quality of life of every individual depends on it. Electric energy is a part of critical energy infrastructure, meaning that any threat, that might impact it, can also endanger lives and properties of the people. One of the threats to critical electro-energy infrastructures are natural disasters and extreme weather. In these types of crisis, the electro-energy infrastructure can be more or less endangered and/or damaged and its impairment consequently endangers lives of the people and animals, their property, cultural heritage, and lastly, environment. One of the natural disasters, that endangers electro-energy infrastructure along with storms and wet and heavy snow, is glaze ice. In 2014, Slovenia was hit by catastrophic glazed ice. The glaze damaged a considerable part of electro-energy infrastructure over all of Slovenia. This diploma thesis will be, however, focused on electro-energy infrastructure of electricity company Elektro Ljubljana, d.d. The thesis will be referring to the case of the aforementioned catastrophe and will be focusing on assessing the danger to critical electro-energy infrastructure, protection planning, rescue and aid and what is the leadership of the company like in the time of crisis. A detailed analysis of the disasters perception and its consequences is given, based on the interviews with company employees of Elektro Ljubljana, d.d. The thesis unearths that it would be possible to implement changes to Slovenian laws, that would have a positive impact on electro-energy infrastructure; namely cabling of powerlines without having to acquire building permission which would support, alongside preventive investment, structures sustainability. By cabling, the lifespan of powerlines doubles compared to the lifespan of above-ground powerline. Additionally, a less strict approach to building processes could be implemented into the laws and therefore it would support the company prevention investments in time without crisis. Preventive investing, as it was discovered in the diploma, could be done by cabling of power lines, preventive replacement of (too) old poles and by introducing an assistant to the company’s emergency responder outside of company working hours. |
