Abstract

Osrednja tema diplomskega projekta je predšolska vzgoja. V začetku predstavimo temeljna izhodišča predšolske vzgoje s poudarkom na zgodovinskem razvoju le-te, razvoju institucij in izdaji Kurikuluma za vrtce (1999) ter Zakona o vrtcih (2005). Z namenom primerjave v nadaljevanju predstavljamo izvajalce predšolske vzgoje, varstva in izobraževanja, tj. zasebne in javne vrtce. Predstavljamo ključne pravne podlage, ki določajo delovanje javnih in zasebnih ustanov na področju predšolske vzgoje. Prav tako opredelimo vlogo lokalnih skupnosti, staršev in strokovnih delavcev pri izvajanju predšolske vzgoje in njenih ciljih. V aplikativnem delu sledi temeljit pregled pravne podlage za financiranje in delovanje vrtcev. S komparativnim pristopom predstavimo ureditev, proračunska sredstva in podlage za izvajanje programov predšolske vzgoje v Mestni občini Slovenj Gradec. Rezultate raziskave primerjamo z mestnima občinama Velenje in Celje ter preverjamo hipoteze v sklepu.

Secondary title: Legal aspects of financing of preschool education from the perspective of local communities in the case of the Municipality of Slovenj Gradec
Secondary abstract: The diploma paper focuses on pre-school education, its basic postulates, historical evolution, and the development of institutions of pre-school education. We address the Kindergarten curriculum (1999) and the Law for kindergartens (2005) as core documents for pre-school education in Slovenia. In the continuation of the paper we introduce both, private and public institutions that undergo pre-school education. Moreover, we address the key legal documents defining the operationalization of public and private pre-school education institutions. Second, we identify and analyse the role of parents, local communities, and professionals in the pre-school education. In the research part of the paper we provide an in-depth examination of legal aspects of financing and operating kindergartens. In a comparison manner we present the current settings, burden funding, and basic postulates for the enactment of pre-school education programmes in municipality Slovenj Gradec. The findings are then being compared with the municipalities of Velenje and Celje, and the hypotheses being tested in the conclusion.
