Abstract

V tem diplomskem projektu obravnavam temo reševanja množičnega problema vseh gospodarstev, in sicer težavo sive ekonomije oziroma kako zajeziti le-to. V diplomskem projektu je najprej predstavljena siva ekonomija ter njen obseg v nekaterih članicah EU, kasneje pa tudi ukrepi za boj proti perečemu problemu sive ekonomije, ki se pojavlja v raznolikih oblikah in v raznolikem obsegu. Znano je, da je največ sive ekonomije prisotne v južni Evropi. V Sloveniji odstotek sive ekonomije ni ravno minimalen, glede na ostale članice Evropske unije spada med višje. Siva ekonomija s svojim obstojem neugodno vpliva na delovni trg in javne finance, prav zaradi tega je potrebno uvesti ukrepe, ki omejujejo skupek sive ekonomije in dela na črno. Eden izmed ukrepov sive ekonomije so tudi virtualne blagajne (davčne blagajne), ki dopušča beleženje denarnega prometa davkoplačevalcev brez opreme, ki omogoča izbris in spreminjanje kakršnihkoli informacij o izdanih fakturah. Davčne blagajne sive ekonomije ne bodo povsem odpravile, vendar pa pozitivno vplivajo na zmanjševanje skupka sive ekonomije. Uvedba nove dohodninske ugodnosti bi bila najučinkovitejše dejanje za upadanje obsega sive ekonomije, saj bi vsi državljani – davčni zavezanci tako na strani produkcije kot na strani potrošnje bili usmerjeni v legalno ekonomijo. Pomemben organ boja proti sivi ekonomiji je Tržni inšpektorat RS, ki deluje znotraj Ministrstva za gospodarski razvoj in tehnologijo. Izvajanje poostrenega preverjanja davčnih organov in davčnih organov na trgu kadrov pripomore k nižanju sive ekonomije. Sivo ekonomijo znižujejo z ostrejšimi sankcijami, javnim objavljanjem imen kršiteljev, manj birokracije ter z znižanjem dohodnine in prispevkov za socialno varnost.

Secondary title: Economic policy measures to reduce the grey economy
Secondary abstract: The thesis defines the issue of solving the massive problem of all economies, namely the issue of the gray economy and how to limit its effects. The diploma paper presents the gray economy and its size in some EU countries, and later explains how to take action in the fight against the burning problem of the informal economy. It appears in various forms and in varying degrees. It is known that the largest gray economy is present in southern Europe. The percentage of gray economy in Slovenia is not very minimal, in fact it is among the highest compared to other EU member states. The gray economy, with its existence, has an adverse effect on the labor market in public finances, and it is therefore necessary to introduce measures that limit the aggregate of the informal economy in undeclared work. One of the measures of the gray economy, as well as the virtual cash registers (tax funds), which enable the taxpayer's cash traffic to be recorded, without the equipment that allows to delete and change all data on issued invoices. The gray economy's cash registers will not completely eliminate, but they have a positive impact on the decline in the aggregate of the informal economy. The introduction of new income tax benefits would be the most effective activity for declining the size of the informal economy, since all citizens and taxpayers would be targeted at the legal economy both on the production side and on the spending side. An important authority in combating the gray economy is the Market Inspectorate of the Republic of Slovenia, which functions within the Ministry of Economic Development and Technology. Carrying out a more rigorous oversight of tax authorities in the labor market contributes to a reduction of the informal economy. The gray economy is shrinking with sharper sanctions, publicly announcing the names of offenders, fewer bureaucracies and lowering personal income tax in the social security contribution.
