Abstract
Odpadki v kakršnikoli obliki ostajajo pereč problem sodobnih družb. Zato v svojem magistrskem delu analiziram sistem ravnanja z odpadki v proizvodnih in storitvenih dejavnostih v Sloveniji, saj v teh dejavnostih nastane največ odpadkov. Zaradi specifičnosti in obsežnosti obravnavanega področja za namen svojega dela raziskovano področje omejim in se osredotočim na odpadke, ki nastajajo pri opravljanju zdravstvene in veterinarske dejavnosti ter z njima povezanih raziskav. Slednji odpadki so specifični zaradi dejavnosti, v kateri nastajajo, in zahtevajo posebno ravnanje. V skladu s tem je namen pričujočega dela preveriti, kako so se navodila, smernice in ukrepi implementirali na tem področju. Razne raziskave namreč kažejo, da kljub precejšnjim spremembam na okoljevarstvenem področju ter sprejemom številnih zakonov, pravilnikov, uredb, priporočil težave ostajajo. Naloga države pri urejanju tega področja se namreč ne konča pri sprejetju zakonskih določil, potrebno je poskrbeti, da se zastavljene cilje tudi dosega. Obširna zakonodaja, ki jo proučim, izpostavlja pomen varstva okolja in ustreznega ravnanja z nastalimi odpadki v smislu pravilnega ločevanja ter njihovega umeščanja znotraj sistema. Zato se osredotočim tudi na deležnike na tem področju, saj so ključni za izvajanje sprejetih smernic. V empiričnem delu tako analiziram trenutno stanje in prikažem trend nastajanja odpadkov iz zdravstva ter s pomočjo predhodno opredeljenih kazalcev prikažem, da je za sistem ravnanja z odpadki pri nas značilen implementacijski primanjkljaj. Zakonodaja je preobširna, pogosto si nasprotujoča, kar v praksi privede do številnih težav.

Waste in any shape is a pressing problem of the contemporary society. In my master’s thesis, I therefore analyse the waste management system in production and service activities in Slovenija, as most waste is produced through said activities. Because of the specific nature and extensiveness of the field of research, I reduce its scope and concentrate on the waste which is produced by healthcare and veterinary activities. The waste produced by the latter is specific due to the industry in which it is produced, and demands special treatment. In accordance with that, the purpose of this work is to examine how instructions, guidelines and measures have been implemented in this field. Various studies show that, despite considerable changes in the field of environmental protection, and despite the adoption of numerous laws, regulations, decrees and references, the problem remains. The role of the state in the regulation of this field does not end with the acceptance of laws and regulations; what needs to be ensured is that the set goals are being achieved. The extensive legislation that I study emphaises the importance of environment protection and suitable treatment of the produced waste, with proper separation and placement within the system. This is why I also focus on the on stakeholders within this system, as they are vital for the execution of the accepted guidelines. Hence, in empirical part, I analyse the current state and present the trend of waste production in healthcare; with the help of the pre-determined indicators, I present that an implementation deficit is characteristic of the waste treatment in our country. The legislation is too extensive and often conflicting, which leads to numerous difficulties in practice. |
