Abstract

V varnostnih strategijah večine držav sodobni terorizem izstopa kot glavna grožnja nacionalni in mednarodni varnosti. Prav iz navedenih ugotovitev izhaja potreba po sprejemanju ukrepov preprečevanja v okviru boja proti terorizmu, ki morajo temeljiti na večstranskem pristopu za neposredno preprečevanje priprav za napade na ozemlju Evropske unije in obravnavo temeljnih vzrokov terorizma. Ukrepi naj bi v tudi preprečili novačenje k terorizmu, bolje zaščitili morebitne tarče, preganjali in preiskovali člane obstoječe mreže terorističnih organizacij ter izboljšali našo sposobnost, da se odzovemo na posledice terorističnih napadov in z njimi upravljamo. Terorizem je globalna grožnja, ki jo je treba obravnavati na lokalni, nacionalni, evropski in globalni ravni, če želimo izboljšati varnost državljanov Evropske unije, ubraniti temeljne vrednote svobode, demokracije in človekovih pravic ter zagotoviti spoštovanje mednarodnega prava. Vendar pa morajo ti ukrepi hkrati zagotavljati spoštovanje in zaščito človekovih pravic, obstoj pravne države in demokracije.

Secondary abstract:	Modern terrorism presents the main threat to national and international security strategies of the majority of countries. These findings reflect the need for the implementation of prevention measures within the fight against terrorism. These measures must be based on multilateral approach for the direct prevention of the preparation of attacks in the European Union, addressing the main causes for terrorism. They are said to prevent recruitments into terrorism, protect possible targets, prosecute and investigate the members of the existing terrorist networks and improve our ability to manage as well as respond to the consequences of terrorist attacks. Terrorism is a global threat that needs to be addressed locally, nationally, and globally in order to improve the security of the citizens of the European Union, defend the fundamental values of freedom, democracy and human rights, and ensure the respect of international law. However, at the same time, these measures must ensure the respect and protection of human rights, the existence of the rule of law and democracy.
