Abstract

Delo predstavlja pravno ureditev uporabe strelnega orožja policije v Republiki Sloveniji, različne vrste terorizma v današnjem svetu ter ukrepe in instrumente Evropske unije v okviru boja zoper terorizem. V prvem delu sem se osredotočila na pojem terorizem. Predstavila sem vrste terorizma, pravne dokumente na mednarodni in regionalni ravni, ki so ključni v okviru boja zoper terorizem ter teroristično ogroženost v današnjem svetu. V drugem delu sem se osredotočila na ukrepe in instrumente Evropske unije ter Republike Slovenije v povezavi s slovensko policijo v okviru boja zoper terorizem. Poleg tega sem podrobneje predstavila sedanjo zakonsko ureditev uporabe strelnega orožja v Republiki Sloveniji ter obrazložila zakaj le ta ne zagotavlja policiji ustreznega ukrepanja zoper terorizem. V zadnjem delu pa sem primerjala zakonsko ureditev uporabe strelnega orožja v Nemčiji, Švici in na Hrvaškem ter analizirala intervju, ki sem ga opravila s policistom, kriminalistom ter upokojenim policistom.

Secondary abstract: The master thesis presents legal regulation on the usage of firearms by the police in the Republic of Slovenia, describes different types of terrorism in the world today and it covers the possible measures and instruments that European Union has access to in the fight against terrorism. In the first part, I focused on the term of terrorism. I presented different types of terrorism, legal documents on international and regional level, which are essential to fight against terrorism and the terrorist threat in the world today. In the second part, I focused on measures and instruments of European Union and Republic of Slovenia in connection with Slovenian police to fight against the terrorism. I also presented legal regulation of the usage of firearms by the police in Republic of Slovenia and I explained why the legal system is not so efficient for the Slovenian police. In the last part, I compared legal regulation on the usage of firearms by the police in Germany, Switzerland and Croatia and I analysed the interviews, which I made with the policeman, a detective and a retired policeman.
