Abstract
To diplomsko delo je obsežna in celovita analiza literature ter ukrepov, ki so bili zadani, postavljeni in so v fazi spreminjanja in prilagajanja za dosego cilja strategije, ki se v sklopu prava Evropske unije imenuje Strategija enotnega digitalnega trga. Namen dela je, da se bralca spozna z delom Komisije na področju enotnega digitalnega trga prek opredelitve posameznih točk strategije. Prek opisne, razlagalne in normativne metode bo delo združevalo vse ukrepe strategije, ter analiziralo njihov razvoj. V prvem poglavju je tako razložen zakonodajni postopek, ki je uveljavljen v Evropski uniji za sprejem novih legislativnih ukrepov, in njegovi ključni akterji. Največ teže je postavljeno na delo Evropske komisije in njeno sposobnost, da spodbudi določene kritične ukrepe in na splošno določi strategijo razvoja Evropske unije. Od drugega poglavja naprej se delo odmika od splošnih in abstraktnih načel delovanja Evropske komisije in prehaja k bolj konkretnim zadevam, ki so bile nujne za sprejetje ukrepov znotraj strategije. Strategija je sestavljena iz treh stebrov, znotraj katerih so nanizani ukrepi, zato je vsako naslednje poglavje namenjeno enemu stebru strategije. V drugem poglavju so tako nanizani ukrepi, ki so predvsem ciljani na potrošnike in podjetja ter le-tem omogočajo boljši dostop do digitalnega blaga in storitev znotraj Evropske unije. Tretje poglavje se osredotoča na ukrepe, katerih cilj je oblikovanje ustreznega okolja in enakih konkurenčnih pogojev, da se doseže čim večji napredek v digitalnih omrežjih in inovativnih storitvah. To so nova oziroma spremenjena pravila telekomunikacijskega trga in storitev ter določeni ukrepi za povečanje varnosti in zasebnosti potrošnikov ter podjetij. Četrto poglavje pa zadeva zadnji steber strategije, in sicer so znotraj tega ukrepi za čim večje izkoriščanje potenciala za rast, ki ga ima evropsko digitalno gospodarstvo. Ukrepi na tem področju so predvsem usmerjeni proti internetnim in telekomunikacijskim tehnologijam.

This work is extensive and comprehensive analysis of existing literature and measures that were set and are in the process of changing and adapting to achieve the goal of a set strategy, that is named Digital Single Market Strategy within the European Union law. The goal of this work is to acquaint the reader about the work of the Commission in the field of Digital Single Market through definition of individual points of the strategy. Through the descriptive, explanatory and normative method, the work will combine all of the measures of the strategy and analyze their development. With that in mind, in the first chapter the ordinary legislative procedure that is established in European Union for adoption of new legislative measures is explained, with it's main actors. The most value is put upon European Commission who has the ability to push forward critical issues and set the strategy for the development of the European Union. From second chapter onward, this work moves away from the general and abstract principles, under which the European Commission operates and more specifically to the concrete issues that were necessary for the adoption of measures within the strategy. Because the strategy consists of three pillars, within which the measures are laid out, each subsequent chapter is devoted to one pillar of the strategy. Therefore, second chapter consists of measures that are targeted on consumers and bussinesses and are enabling them better access to digital goods and services within the European Union. Third chapter focuses on measures with a goal of setting the right environment and competitive conditions, so the greatest possible progress in digital networks and innovative services can be made. In general, these are mostly new or changed rules of telecommunications market and services, as well as certain measures that are aimed at increasing security in privacy of consumers nad bussinesses. The fourth chapter is concerned with the last pillar of the Strategy which consists of measures that will maximise the growth potential of European digital economy. Measures in this are are mainly targeted at internet and telecommunication technologies. |
