Abstract

Evropska begunska kriza je Evropsko unijo ujela nepripravljeno. Samo v lanskem letu se je na ozemlje Evropske unije zateklo več kot 1.150.000 prosilcev za mednarodno zaščito, kar je imelo za posledico suspenz schengenskega režima, postavitev ograj iz bodeče žice na nekaterih notranjih in zunanjih mejah Evropske unije, uvedbo dnevnih kvot za sprejem beguncev, ter precejšnjo neusklajenost med državami članicami, glede nadaljnjih korakov pri soočanju z begunsko krizo. Reakcije nekaterih držav so bile precej ekstremne in v direktnem nasprotju z načeli Evropske unije. Hkrati se izbrane tretje države, Turčija, Libanon, Jordanija in Irak soočajo z bistveno večjim obsegom begunske krize.Glede števila beguncev na 1.000 prebivalcev izbrane tretje države razmerje Evropske unije močno presegajo in sicer Irak več kot trikrat, Turčija več kot petnajstkrat, Jordanija več kot dvainštiridesetkrat, Libanon pa kar več kot stotrikrat. Ob tem ne smemo zanemariti, da so izbrane tretje države gospodarsko neprimerno šibkejše od Evropske unije in jih zato vsak begunec sorazmerno bolj obremeni. Begunci, nastanjeni v izbranih tretjih državah pogosto živijo pod mejo revščine in imajo težave z zagotavljanjem življenjsko nujno potrebnih dobrin, hkrati pa se nahajajo v okolju, kjer so kršitve človekovih pravic vsakdanji pojav. Evropska unija bi se morala z begunsko krizo soočiti v skladu z zahtevami mednarodnopravnih norm, pošteno ovrednotiti svoje zmožnosti in na osnovi tega prevzeti svoj del odgovornosti ter izbranim tretjim državam ponuditi bistveno več pomoči pri reševanju begunske krize, kot so je deležne sedaj, saj je trenutna begunska kriza zelo daleč od evropske begunske krize.

Secondary abstract: The European refugee crisis has caught the European Union unprepared. In the last year alone more than 1.15 million asylum applicants have fled to the European Union. As a direct result, the Schengen regime has been temporarily suspended, barbed wire and razor wire fences were installedon certain internal and external borders of the European Union, daily refugee acceptance quotas were set and there has been a significant level of incoordination regarding the further steps in managing the refugee crisis. Reactions of some member states have been quite extreme and in direct conflict with the core values and principles of the European Union.At the same time the selected third countries, Turkey, Lebanon, Jordan an Iraq have been faced with the refugee crisis of a much larger magnitude. Considering the number of refugees per 1.000 inhabitants our selected third countries exceed the Unions refugee per capita ratio considerably, Iraq more than threefold, Turkey more than fifteenfold, Jordan over fortytwofold and Lebanon an incredible hundredthreefold. We must also take into consideration that the selected third countries are economically much weaker compared to the European Union and hence every refugee presents proportionately larger burden.Refugees billeted in the selected third countries often live below the poverty threshold, having significant problems providing even for their most basic necessities, while at the same time living in the environment where human right are being violated daily. It's imperative that the European Union faces the refugee crisis in compliance with the international law, fairly evaluates its possibilities and based on this accepts its fair share of responsibility and provides the selected third countries with much more assistance in dealing with the refugee crisis, which is still very far from the European crisis.
