Abstract

Secondary abstract: Over the past two decades the level of EU Agencies has dramatically increase and also the scope of their powers has been constantly increasing. EU Agencies provide technical and professional knowledge and they have an important influence on the design and implementation of EU policies. They spend significant resources on the EU's general budget in fulfilling their tasks, and it became necessary to place them under strict surveillance mechanisms. It turned out that the fundamental premise for the effectiveness of the EU Agencies is their independence from external political and private interests. For that reason, finding balance between independence and establishing effective monitoring mechanisms is a challenge for the EU. Studies have shown that we need to look for a solution towards the unification of EU Agencies and a clear definition of their structure, tasks, competences and responsibility. For this purpose EU started to implement the so-called: »The Common Approach on EU decentralised agencies«, to eastablish more efficient, balanced and coherent management of EU Agencies.
