Abstract
Diplomsko delo prikazuje zgodovino odprtega dostopa od začetkov gibanja do danes. V njem smo pojasnili bistvene pojme v povezavi z odprtim dostopom do znanstvene literature, ki je plod javno financiranih raziskav. V treh fazah smo prikazali pomembne zgodovinske mejnike v razvoju gibanja za odprti dostop, ki je iz javnih pozivov posameznikov preraslo v mednarodne in nacionalne pobude oz. projekte z močno politično podporo. Podrobneje smo predstavili tri zagovornike oz. promotorje odprtega dostopa, in sicer Petra Suberja, Stevana Harnada in Petra Murraya – Rusta, ki so pomembno vplivali na nastanek in razvoj gibanja ter imajo še danes veliko vlogo pri oblikovanju prihodnosti odprtega dostopa oz. odprte znanosti, saj opozarjajo na napake, nedorečenosti, nesporazume in z raznimi pozivi in javnim zagovarjanjem takšnega načina znanstvene komunikacije prispevajo k še večji prepoznavnosti odprtega dostopa in odprte znanosti v celoti. Na potezi je politika, ki mora sprejeti ukrepe za dokončno uveljavitev takšnega načina znanstvene komunikacije.

Secondary abstract: |
This diploma thesis discusses the history of open access from the beginning of the movement to the present. The thesis explains essential concepts in relation to open access and presents important historical milestones in the development of the movement as well as three OA advocates. We have found that the development of the movement for open access to scientific literature was carried out in different stages. Things have moved from individual attempts to bring about change in its early stages to an institutional and international level. Work in this field has not yet been completed, as there are still many open issues on the part of scientists, publishers, scientific institutions and politics. |
