Abstract

V Sloveniji se že nekaj časa soočamo z upadom udeležbe na volitvah. Naj gre za lokalne, predsedniške, evropske, referendum ali parlamentarne volitve, v vseh primerih je izrazito opazen upad volilne udeležbe in aktivnega državljanstva. Najvišja volilna udeležba je bila v Sloveniji dosežena na prvih demokratičnih volitvah. Trend upadanja ni opažen le v Sloveniji,ampak tudi v drugih evropskih državah. Volilna pravica je pravica, vendar se pojavljajo vprašanja, če iz te pravice ne izhaja tudi dolžnost udeležiti se volitev. Diplomsko delo se posveča sistematičnemu pregledu pomena volitev, vrstam volitev, volilni pravici, volilnemu sistemu v Sloveniji in delitvi mandatov ter osrednji tematiki - volilni udeležbi. Analizirali smo volilno udeležbo v Sloveniji, upoštevajoč vse vrste volitev, ki se izvajajo. Primerjali smo udeležbo z nekaterimi izbranimi evropskimi državami, tudi s tistimi, kjer imajo zakonsko obvezno volilno udeležbo. Cilj diplomskega dela je zbrati razloge in vzroke, ki so po mnenju strokovnjakov pripeljali do takšne abstinence ter mnenja in občutke volivcev (povzete iz različnih raziskav in anket), zaradi katerih se volitev ne udeležujejo več v takšnem številu. Poiskali bomo potencialne ukrepe (ali kombinacijo več njih) za reševanje te problematike, ki bi volitve ponovno naredili bolj legitimne in nenazadnje s tem podkrepili demokratično ureditev.

Secondary abstract: Lately, there has been a trend of decreasing voter turnout in elections in Slovenia. Whether the elections are local, presidential, European, parliamentary or a referendum, the decrease of voter turnout and of active citizenship is noticeable in all cases. The voter turnout was the highest in the first Slovenian democratic elections. The trend of decreasing voter turnout in elections is not present only in Slovenia, but also in other European countries. The voting right is a right, but we can ask ourselves if this right also means the duty to participate in elections. This paper contains a systematic overview of the elections, types of elections, the right to vote, the voting system in Slovenia, the division of mandates and the central topic - the voter turnout. We have analysed the voter turnout in Slovenia in all types of elections that are carried out. We have compared the voter turnout with some of the European countries, including the ones in which people are obligated to vote by law. The aim of this paper is to gather reasons and causes, which according to experts have led to this kind of abstinence and the opinions and feelings of voters (originating from different researches and surveys) that caused a decrease of the voter turnout. We are going to state possible measures (or a combination of them) to solve this problem, which would make the elections more legitimate again and nevertheless would reinforce the democratic order.
