Abstract

Magistrsko delo opredeli koncept krožnega gospodarstva kot trajnostni razvoj v aktualnem času in prostoru in ga utemelji na konkretnem primeru implementacije v občini Kočevje. V literaturi najdemo različne opredelitve krožnega gospodarstva, ki pa ne zajamejo njegovega velikega potenciala v celoti. Mnoge definicije se dotikajo predvsem recikliranja odpadkov, ki pa je lahko zgolj sestavni del koncepta in kot takšen ne zajema vseh okoljskih, ekonomskih in socialnih momentov. Analiza implementacije krožnega gospodarstva v občini Kočevje, ki temelji na gozdno-lesni predelovalni verigi celo pokaže, da recikliranje ni nujno ključni element krožnega gospodarstva. Ključno je, da koncept temelji na zapiranju materialnih in ekonomskih zank na temelju endogenih potencialov območja, ki se manifestirajo prav tam z vsemi multiplikativnimi družbeno-socialnimi učinki. Predstavili in primerjali smo statistične podatke, ki se nanašajo na uvedbo novega koncepta ‒ med različnimi panogami s poudarkom na gozdarstvu in med različnimi lokacijami z ozirom na Kočevje. Izvedli smo analizo prvih treh let delovanja javne gospodarske družbe Kočevski les, ki jo je Občina Kočevje ustanovila leta 2015 in ji dodelila vlogo koordinatorja krožnega gospodarstva. Analiza je pokazala mnoge pozitivne učinke: vzdržno finančno poslovanje, povečanje koristi za občinski proračun, boljše poslovanje lokalnih v krožno gospodarstvo vključenih deležnikov, ohranjanje obstoječih in ustvarjanje novih zelenih delovnih mest, informiranje ter vključevanje lokalnega prebivalstva in boljše ter trajnostno izkoriščanje občinskih potencialov. Na primeru konkretne občine smo pokazali, da prehajanje linearnega v krožno gospodarstvo s primernim organizatorjem lahko uspešno usmeri lokalni razvoj na pot proti trajnosti, ki temelji na lokalnih potencialih.

Secondary title: The effect of introducing the concept of circular economy on the development of Kočevje municipality
Secondary abstract: The master thesis defines the concept of circular economy as sustainable development in the current time and space and proves it on a real example of implementation in the Municipality of Kočevje. In literature, we find various definitions of the circular economy but they do not capture its great potential as a whole. Many definitions relate mainly to waste recycling, which can only be a part of the concept and does not cover all environmental, economic and social factors. The analysis in the Municipality of Kočevje, which is based on the forest-wood processing chain, even shows that recycling is not necessarily the key element of the circular economy. The key element is that circular economy is based on the closure of material and economic loops based on the endogenous potentials of the area, which are manifested with all of the multiplicative social effects. We present and compare statistical data related to the introduction of a new concept between different sectors, emphasising forestry, and between different locations, emphasising Kočevje. We carried out an analysis of the first three years of activities of the public company Kočevski les, which was established by the Municipality of Kočevje in 2015 and gave the company the role of the coordinator of circular economy. The analysis shows many positive effects: sustainable financial business, the increase of benefits for the municipal budget, a better business performance of local stakeholders included in the circular economy, preservation of current and creation of new green jobs, information and integration of locals, better and sustainable utilization of municipal potentials. With an example of a real municipality, we demonstrate that the transition from linear to circular economy with a suitable coordinator can successfully direct local development on the path to sustainability based on local potentials.
