Upravljanje in vodenje v rudniških nesrečah

primerjalna analiza nesreč Čile 2010 in Turčija 2014

Abstract

V državah z veliko rudnih bogastev so nesreče v rudnikih na žalost nekaj povsem običajnega, zato jih mediji največkrat niti ne omenjajo. Vsake toliko časa pa se zgodi nesreča, ki s kakšno od svojih podrobnosti odstopa od vsakdanjih rudniških nesreč. Rudniški nesreči v Čilu in Turčiji sta v svetovni javnosti zbudili veliko zanimanja. Razloga pa sta bila različna. V primeru nesreče v Čilu so vseh 33 ujetih rudarjev po večmesečnem reševanju uspeli rešiti, medtem ko je glede na število žrtev v Turčiji prišlo do najhujše rudniške nesreče v njihovi moderni zgodovini. Povod za obe nesreči je bil v obeh primerih človeški dejavnik. Zakaj se posledice med obema nesrečama razlikujejo? Razloga sta predvsem dva: vzrok nesreče v posameznem rudniku in pa sistem kriznega upravljanja in vodenja v posamezni državi (preventivni ukrepi, odzivnost akterjev, pripravljenost in izkušenost). Skupno obema nesrečama pa je neupoštevanje preventivnih ukrepov, prevzem kriznega upravljanja in vodenja državnih akterjev in po končani reševalni akciji zaprtje obeh rudnikov.

Secondary abstract:	Unfortunately, in countries with a lot of mineral resources, the accidentds in the mines are something that happens often. That is the reason why they are usually not even mentioned in the media. But every now and then, there is an accident that deviates with its details from another mining accidents. Mining accidents in Chile and Turkey attracted a lot of interest in public, but the reasons were different. In Chile mining accident all of the 33 trapped miners were saved after months of rescue attempst, while according to the number of victims, Turkey accident was the worst of it`s kind in their modern history. Human factor was the cause in both accidents. Why are the consequences between two disasters differnet? There are mainly two reasons: the cause of the accident and sistem of crisis management in each country (preventive measures, responsivnes, preperdnes and experience). Both disasters include failure of preventive measures, crisis management was taken over by national institutions and closure of both mines.
