Abstract
Evropska služba za zunanje delovanje je bila oblikovana z Lizbonsko pogodbo in je v veljavi od leta 2009. Glede na obliko je edinstvena institucija, ki predstavlja države članice na področju zunanjih odnosov. Za čas prvega mandata visoke predstavnice Catherine Ashton se je soočila z določenimi izzivi. Ti so posledica različnih dejavnikov, ki so vplivali na njeno oblikovanje. Identifikacija težav, s katerimi je bila Evropska služba za zunanje delovanje soočena, je bila ključnega pomena za spremembe v prihodnjih mandatih.

European External Action Service was created by the Lisbon Treaty and has been in force since 2009. Regarding its form, it is a unique institution representing Member States in the field of external relations. At the time of the first mandate, led by High Representative Catherine Ashton, it faced certain challenges. These are the result of various factors that have influenced its creation. Identifying the issues, which the European External Action Service had been confronted with, was crucial for the changes in future mandates. |
