Abstract

Diplomska naloga se ukvarja s skupno zunanjo politiko Evropske unije in njeno nosilko evropsko službo za zunanje zadeve na splošno ter podrobno s položajem Slovenije znotraj SZVP in ESZD. SZVP se je razvila kot logično nadaljevanje vedno bolj poglobljenih ekonomskih odnosov DČ, ki so pogojevale razvoj skupne zunanje politike, ter mednarodnih razmer, ki so vedno bolj nestabilne in pričakujejo od akterjev, kot je EU, da se učinkovito odziva na svetovne težave in tako prevzame svojo vlogo za mir in stabilnost v svetu. Glavni cilj diplomske naloge je ugotovitev, kakšne so priložnosti in omejitve v SZVP in ESZD ter tudi kakšna je vloga Slovenije v tej strukturi. Glavne ugotovitve diplomske naloge so, da je SZVP sicer precej napredovala v smislu aktivnosti in vzpostavljanja koherentne slike EU interesov, še vedno pa je omejena z ravnovesjem med evropskimi in nacionalnimi interesi države članice. ESZD je podobno omejena, saj v nobenem smislu ne zamenjuje nacionalnih zunanjepolitičnih aktivnosti DČ. Slovenija trenutno nima vidne vloge v ESZD, kar je pogojeno z majhnostjo države, ki predpostavlja določene kadrovske in finančne omejitve, pomanjkanjem izkušenj, predvsem pa pomanjkanjem vizije o njeni vlogi v EU. Sprememba te slike je odvisna tako od politične volje, ki bi bolj aktivno zasledovala evropske cilje v regiji Zahodnega Balkana, tako preko novoustanovljenih delegacij EU znotraj ESZD, kot tudi aktivnosti civilne družbe, ki bi lahko z ustanovitvijo dobrih praks pomembno prispevala k vidnosti Slovenije v EU.

Secondary abstract: Thesis has generally analyzed common foreign and security policy of the European Union and its responsible institution, European external action service, as well asthe position of Slovenia within this establishment, specifically. CSFP has developed as a logical continuation of increased economic activities of member states, which necessitated the development of common foreign policy. On the other hand, international affairs were also an influential factor, becoming ever more unstable and expectinginfluential actors, like the EU,to adopt an active role in mitigating serious issues and thus contribute towards world peace and stability. Main objectives of the thesis were to understand the challenges and opportunities within CSFP and EEAS, as well as the role of Slovenia within the establishment. Main findings of the thesis are that although CSFP has come a long way in terms of its activities and establishing a coherent vision of EU interests, it is still limited with the sensitive balance between European and national interests. EEAS faces similar limitations, as the service in no way replaces foreign policy activities of member states. At present, Slovenia has no visible role in EEAS, the fact determined by the country`s size which implies lack of human resources and financial limitations, lack of experience as well as lack of vision. In order to change the state of affairs, Slovenia first and foremost requires substantial increase of political will to do so. Secondly, Slovenia could pursue and promote European goals and values in the Western Balkans more actively, especially considering newly established EU delegations within the EEAS. Finally, apart from political will, Slovenia could also utilize its civil society in order to establish best practices for the role of civil society in the country which could substantially increase its role and prestige in the EU.
