Vzdrževanje gozdnih cest v občini Ribnica s tehničnega in ekonomskega vidika

Abstract

V diplomski nalogi smo analizirali kazalce in stanje vzdrževanja gozdnih cest v občini Ribnica. Želeli smo preučiti, kakšno je stanje cest in analizirati učinkovitost dosedanjih ukrepov na področju vzdrževanja. Na osnovi izdelane metodologije in naključno izbranih vzročnih hektometerskih odsekih smo naredili oceno vzdrževalnih del in jo nadgradili z rezultati Hribernika iz leta 2004. Pri analizi pretekle porabe sredstev za vzdrževanje gozdnih cest smo ugotovili, da bistvenih razlik med leti ni, ravno tako ni razlike med porabo sredstev za vzdrževanje gozdnih cest v državnih in zasebnih gozdovih kot tudi ne glede na kategorijo gozdnih cest. Preučevanih vzorčnih odsekov gozdnih cest brez poškodb nismo zabeležili, pojavljajo se vsaj poškodbe zgornjega ustroja obrabne plasti in kolesnic. Posebej kritični so odseki z vsemi tremi vrstami poškodb hkrati, torej poškodbami spodnjega, zgornjega ustroja ter sistema odvodnjavanja. Ugotovili smo, da sredstva, namenjena vzdrževanju gozdnih cest ne zadoščajo za sanacijo vseh poškodb, potrebno bi bilo pridobiti dodatna sredstva. Potreben je tudi tehten razislek o smotrnosti rabe zgolj strojnega vzdrževanja, nekatere poškodbe bi bilo po našem mnenju možno rešiti z ročnimi deli. Potreben bi bil tudi nadzor nad cestami, ki so v gozdnogospodarski rabi manj pomembne.

Secondary abstract:	With this Thesis we analized the points and condition of the maintenance of forest roads in the municioality Ribnica. We wanted to examine how the conditions have changed and analyze the effectiveness of existing measures of maintenance. On the basis of a methodology and random model hektometers sections, we have made an assessment of the maintenance and upgrade of the results from Hribernik in 2004. In the analysis of past spending, we found that there is no significant difference between the use of state and private forests or within different categories of forest roads. By analyzing the situation, we found that there is no sections without damage at least there are problems of upper structure. Especially critical are sections with all types of injuries. We found that the resources allocated to road maintenance are insufficient for rebuilding of any damage, it would be necessary to obtain additional funds. There should also be consideration of the advisability of maintaining only mechanically, because we believe that it would be possible to solve some of these damages manually. The supervision of the roads, which are less important for forest management would be needed.
