Abstract
Magistrska naloga je raziskovalno delo s področja implementacije koncepta obveščevalno vodene policijske dejavnosti, kriminalističnoobveščevalne dejavnosti, kriminalističnoobveščevalnih izdelkov in sodelovanja pri pripravi ocene ogroženosti s strani hudih in organiziranih oblik kriminala v EU v okviru evropskega kriminalističnoobveščevalnega modela. Sestavljena je iz pregleda literature s proučevanega področja ter raziskovalnega dela, kjer je bila izvedena kvalitativna raziskava stopnje implementacije obveščevalno vodene policijske dejavnosti v preučevanih državah – Sloveniji, Srbiji, Združenem kraljestvu, na Švedskem in v Črni gori.
Ugotovljeno je bilo, da model obveščevalno vodene policijske dejavnosti še ni implementiran v vseh preučevanih državah. To je bilo ugotovljeno s presojanjem osmih kriterijev, ki obsegajo organizacijsko strukturo, priročnik za implementacijo kriminalističnoobveščevalnega modela in obveščevalno vodene policijske dejavnosti, zakonsko ureditev, vpeljan kriminalističnoobveščevalni model, uporabo kriminalističnoobveščevalnih izdelkov, kompatibilnost z evropskim kriminalističnoobveščevalnim modelom, zavezo in sodelovanje vodstva in izobraževanje, usposabljanje ter osveščanje. Ugotovljeno je bilo, da so vse preučevane države pri implementaciji koncepta obveščevalno vodene policijske dejavnosti upoštevale temeljne postulate koncepta. Pri analizi koncepta obveščevalno vodene policijske dejavnosti v preučevanih državah je bilo tudi ugotovljeno, da imajo preučevane države urejen oz. kompatibilen nacionalni kriminalističnoobvečevalni model z Evropskim kriminalističnoobveščevalnim modelom ter da sodelujejo z Europolom in ostalimi državami članicami.

The master’s thesis is a research work from the field of implementation of intelligence-led policing, criminal intelligence, criminal intelligence products, and cooperation in the preparation of the European Union serious and organized crime threat assessment within the framework of the European criminal intelligence model. It is composed of the review of the literature from the studied field and research work where qualitative research of the degree of implementation of the intelligence-led policing in the studied countries – Slovenia, Serbia, the United Kingdom, Sweden, and Montenegro – was performed.
It was ascertained that the model of intelligence-led policing is still not implemented in all the studied countries. This was ascertained by judging the eight criteria which include the organizational structure, the handbook for the implementation of the criminal intelligence model and intelligence-led policing, legal regulation, an introduced criminal intelligence model, the use of criminal intelligence products, compatibility with the European criminal intelligence model, commitment and cooperation of the leadership, and education, training, and raising awareness. It was ascertained that all the studied countries complied with the basic postulate of the concept when implementing the concept of intelligence-led policing. When analyzing the concept of intelligence-led policing in the studied countries it was also ascertained that the studied countries have an organized national criminal intelligence model compatible with the European criminal intelligence model and that they cooperate with Europol and other member states. |
