Abstract
Namen magistrskega dela je na podlagi pregleda domače in tuje strokovne literature s področja javne uprave in dejavnikov, ki vplivajo na njeno učinkovitost, opraviti empirično raziskavo. S pomočjo spletnega anketiranja so bile na področju Upravne enote Maribor opravljene kvantitativne raziskave o delovanju Upravne enote Maribor in Zavoda Republike Slovenije za zaposlovanje Maribor ter o mnenju zaposlenih na Upravni enoti Maribor. Na osnovi rezultatov, pridobljenih iz raziskave, smo ugotovili, da na Upravni enoti Maribor v upravnih stvareh iz državne pristojnosti z odločanjem na prvi stopnji zagotavljajo uporabnikom hitre in kakovostne storitve. Rezultati raziskave so pokazali, da so javni uslužbenci na Upravni enoti Maribor zadovoljni s svojo zaposlitvijo in pogoji dela, kar je posledica sistematičnega vodenja v povezavi z dobrimi praksami, ter da javni uslužbenci Zavoda Republike Slovenije za zaposlovanje, Območne službe Maribor, pri svojem delu ravnajo strokovno in so empatični do strank. Prikazali smo tudi, da med upravnimi enotami obstajajo velike razlike med številom zaposlenih in količino dela, ki ga zaposleni opravijo. Gre za neenakomerno porazdelitev števila zaposlenih javnih uslužbencev glede na količino dela, ki ga ti opravijo. Neenakomerna obremenitev zaposlenih lahko vodi v nezadovoljstvo, stres, izgorelost itd. Navedenim dejavnikom bo treba v prihodnje nameniti več pozornosti.

The purpose of the master thesis is to conduct an empirical study on local and international professional literature in the field of public administration and factors influencing its effectiveness. With the help of online survey, quantitative research was carried out on the functioning of Maribor administrative unit, Employment Service of Slovenia in Maribor and the opinion of employees at the administrative unit of Maribor. On the basis of results obtained from the research, in the administrative matters from state competency with decision making at the first level, the administrative unit of Maribor provides users with fast and quality service. The results of the survey showed that the public servants on the administrative unit of Maribor are satisfied with their employment and working conditions, which is as a result of systematic management combined with good practices. In addition, the public servants of the Employment Service of Slovenia, Maribor regional office, conduct themselves professionally and are empathetic towards their clients. The research also found out that within administrative units, there exists significant differences between the number of employees and the amount of work they perform. There exists an uneven distribution between the number of public servants in relation to the amount of work they perform. The uneven burden of work on employees can lead to dissatisfaction, stress, burnout...More attention needs to be paid to these factors in the future. |
