Abstract

Javno naročanje predstavlja visok delež uradne gospodarske dejavnosti in porabe javnih financ. Uresničevanje delovnopravnih, socialnih in okoljskih vidikov javnega naročanja zato lahko pomembno pripomore k trajnostnemu razvoju in uresničevanju družbeno odgovornih politik. Trenutno družbeno stanje na področju delovnih, socialnih in okoljskih pogojev zahteva sprejem strateško in socialno odgovorno usmerjenih ukrepov. V Sloveniji in EU so bili v zadnjem času na tem področju sprejeti pravni akti, ki dajejo normativno podlago za možnost socialno odgovornega in trajnostnega javnega naročanja.

Secondary abstract: Public procurement represents a high proportion of official economic activity and the use of public finances. The implementation of labor law, social and environmental aspects of public procurement can therefore contribute significantly to sustainable development and the implementation of socially responsible policies. The present social situation in the area of working, social and environmental conditions requires the adoption of strategic and socially responsible measures. Lately, legal acts have been adopted in Slovenia and the EU, providing a normative basis for the possibility of a socially responsible and sustainable public procurement.
