Abstract

Vse bolj prisotna globalizacijska politika vpliva na vedno lažjo mobilnost posameznikov, tudi najvišje izobraženih. Namen magistrskega dela je bil na podlagi preučitve primarnih in sekundarnih virov ter opravljene kvalitativne raziskave preveriti v kolikšni meri instrumenti mobilnosti bolonjskega sistema vplivajo na migracijske tokove. Pri tem smo se osredotočili na migracije najbolj izobraženih strokovnjakov, torej na t. i. beg možganov. Podrobneje smo preučili razvoj slovenskega sistema izobraževanja pred in po sprejetju bolonjskega sistema. Večji poudarek smo namenili instrumentom mobilnosti in raziskovanju bega možganov ter naredili primerjavo med tem, kako rešujejo beg možganov ob Sloveniji še v dveh razvitih evropskih državah Avstriji in Nemčiji. Zastavljeni hipotezi smo potrdili tudi na podlagi kvalitativnega raziskovanja, v katerem smo opravili usmerjen intervju z izobraženimi respondenti, ki živijo in delajo v tujini. Ugotovili smo, da mobilnost znotraj terciarnega izobraževanja vpliva na to, da lahko posameznik spozna tujino in olajša kasnejšo zaposlitveno migracijo. Vendar beg možganov ni problem le Slovenije in drugih držav nove Evrope. Z njim se srečujejo tudi v drugih državah stare Evrope. V primerjavi s Slovenijo, sta Avstrija in Nemčija neprimerno bolj aktivni tako na področju preprečevanja bega možganov kot tudi na področju menjave in kroženja možganov. V zaključku smo ugotovili, da tema bega možganov zaradi svoje kompleksnosti zahteva integralni pristop v katerega bi morali biti vključeni inštituti in raziskovalci iz vseh področjih, na katerih se reflektira pojav bega možganov.

Secondary abstract: The increasingly globalization policy affects the ever-easier mobility of individuals, including the highest educated people. The purpose of the master's thesis was to verify the extent to which the mobility instruments of the Bologna system influence the migration flows, based on the study of primary and secondary sources and the performed qualitative research. In this, we focused on the migration of the most educated experts, the brain drain. We examined the development of the Slovenian education system before and after the adoption of the Bologna system. More emphasis was placed on mobility instruments, the brain drainage study, and a comparison between how the drain of brain drain along Slovenia is in two developed European countries in Austria and Germany. We also confirmed the hypotheses we have established on the basis of qualitative research, in which we conducted a targeted interview with educated respondents who live and work abroad. We have found that mobility within tertiary education affects the ability of an individual to learn abroad and facilitate later employment migration. However, brain drain is not only a problem for Slovenia and other countries in the new Europe. They also meet with other countries of the old Europe. In comparison with Slovenia, Austria and Germany are inappropriately more active, both in the prevention of brain drain, as well as in the sphere of brain replacement and circulation. In conclusion, we found that the topic of the brain drain due to its complexity requires an integral approach in which institutes and researchers should be involved in all areas in which the phenomenon of brain drain is reflected.
