Abstract

Sindikati imajo kot eden izmed partnerjev v socialnem dialogu pomembno vlogo. Čeprav se je skozi zgodovino njihov položaj spreminjal,je delovanje sindikatov bolj zadostilo vrednotam javnosti kot pa politično delovanje države. Vsak socialni partner, tudi sindikati, se mora na poti k ciljem odpovedati določenim zahtevam in se prilagoditi z upoštevanjem potreb po neklasičnih delovnih razmerjih ter omejenosti sredstev za zagotavljanje socialnih pravic za skupno dobro vseh državljanov in državljank. Upoštevati se mora enakopravnost vseh socialnih partnerjev ter delovati z medsebojnim zaupanjem in spoštovanjem.Prav enakopravnost pa je vprašljiva, kar se je pokazalo predvsem v času krize. Delodajalci in vlada so bili takrat manj popustljivi, pogajalska moč sindikatov pa manjša. Posledično je zaradi nezaupanja upadlo tudi članstvo v sindikatih, saj naj nebi sledili potrebam sodobnega časa. Negotovost pri zagotavljanju socialnih pravic in različne oblike prekarnega dela vplivajo na zmanjšano zaposlenost mladih, ki se tudi včlanijo v sindikate večinoma le takrat, ko se jim zdi, da je status njihove zaposlitve dokaj stabilen, redkeje pa v primeru zaposlitve za določen delovni čas.Drugače pa so sindikati upoštevani v času gospodarske rasti in zaposlenosti državljanov. Takrat so dejansko upoštevani kot enakovreden socialni partner, v pogajanjih so uspešnejši in močnejši. Upadanje članstva v sindikatih je resen problem tudi v drugih evropskih državah, ne samo v Sloveniji.

Secondary abstract: Trade unions have, as one of the partners in social dialogue an important role. Although the history of their position changed, however, unions better meet the values of the public against the political functioning of the state. Each social partner, trade unions, should be towards the goals waive certain requirements and adapt to the needs of the unconventional working relationships and limited funds to provide social rights for the common good of all citizens. What counts is the equality of all social partnersand work on mutual trust and respect. It parity is questionable, in particular, this was apparent during the crisis. Employers and the government have been less lenient then, the bargaining power of unions was then less. Consequently, this is due to lack of confidence also fell membership in trade unions, since it did not follow the needs of modern times. Uncertainty in ensuring social rights and various forms of precarious work affecting the reduced employment of young people who also join trade unions mostly only when they find that their employment status is relatively stable, but rarely in the case of employment for a certain time. Otherwise, the trade unions are taken into account when economic growth and employment of citizens. At the time actually taken into account as an equal social partner in negotiations are more effective and stronger. Declining union membership is a serious problem also in other European countries, not only in Slovenia.
