Abstract
V teoretičnem delu diplomske naloge so predstavljeni štirje glavni modeli policijskega dela v skupnosti. Militaristično birokratski model daje velik poudarek redu in disciplini. Spada med moderne modele policijskega delovanja in je reakcija na skorumpirano družbo. Možnosti za diskrecijo ni, prav tako odgovornosti policistov, značilen pa je velik razkorak med skupnostjo in policijo. Na izvajanju prava temelječ model prav tako spada med moderne modele in temelji na strogem upoštevanju zakona. Preventivnega delovanja praktično ni, saj je policija usmerjena predvsem na sankcioniranje že zagrešenih kršitev. Model delitve med javno in zasebno policijsko dejavnostjo najlažje povežemo z vse večjo privatizacijo in s potrošništvom. S hitrim razvojem družbe in gospodarstva se mora spopadati tudi policija, ki se je morala razviti v tako imenovano hibridno policijo in začeti razvijati drugačne načine zagotavljanja miru in varnosti. Model policijskega dela v skupnosti temelji na proaktivnem pristopu, kjer je cilj zmanjšati strah pred kriminaliteto in povečati zaupanje v policijo. Vse štiri modele med seboj razlikujemo po osmih kriterijih, na katerih temelji vprašalnik, ki je podlaga za našo raziskavo in je opisan v empiričnem delu diplomske naloge.
Z raziskavo ugotavljamo ali je model policijske dejavnosti, ki ga v Sloveniji imamo sprejemljiv, oz. ali je tak kot si ga želimo. Na podlagi osmih kriterijev smo raziskovali ali policija zadostuje našim pričakovanjem ali si mogoče želimo njenega drugačnega delovanja. Rezultati so pokazali, da je policijsko delo v skupnosti tako kot ga pričakujemo in da je skoraj pri vseh kriterijih model policijskega dela v skupnosti dosegel v povprečju najvišje rezultate.

In the theoretical part of the thesis, four main models of police work in the community are presented. Militaristic bureaucratic model gives great emphasis to order and discipline. It is a modern model of police activity and is a reaction to corrupt society. There are no possibilities for discretion and no responsibility of police officers. What we can find in this model is a huge gap between the community and the police. The lawful policing model is also a modern police model and is based on strict compliance with the law. There is practically no prevention in police work, since the police are mainly focused at sanctioning the already committed violations. Public-private policing is easily associated with increasing privatization and consumption. With the rapid development of society and the economy, the police had to transform into the so-called hybrid police and develop different ways of ensuring peace and security. Community policing is based on a proactive approach where the goal is to reduce the fear of crime and increase confidence in the police. All four models are distinguished by eight criteria on which the questionnaire is based. This questionnaire is the basis of our research and is described in the empirical part of the thesis.
The survey shows whether the model of police activity in Slovenia is acceptable or not. On the basis of eight criteria, we investigated whether the police is in line with our expectations or maybe we want something different. The results showed that police work in the community is the same as expected, and that the model of police work in the community recieved the highest results on almost all criteria. |
