Abstract
V prvem delu magistrskega dela je predstavljeno razvojno obdobje slovenske policije od miličnikov do policistov. Poudarek je na razvoju usposabljanja kadrov iz znanja borilnih veščin in psihofizične priprave. Predstavljena so policijska pooblastila, ki so bila aktualna v posameznem časovnem obdobju, s poudarkom na telesni sili in pogojih za uporabo strelnega orožja. Predstavljene so enote, od katerih se pričakujejo večja stopnja usposobljenosti in specialistična znanja, ki jih redne enote načeloma nimajo. Opisane so spremembe zakonodaje, natančneje Zakona o policiji in Zakona o nalogah in pooblastilih policije. Opis temelji na spremembah pogojev za uporabo telesne sile, strelnega orožja in drugih ukrepov, ki se dotikajo prisilnih sredstev, tako v kolektivni kot osebni zadolžitvi policistov. V nalogi je opisana primerjava tehnik metov ju-jitsuja in taekwondoja.
V drugem, empiričnem delu naloge je predstavljena raziskava, ki temelji na ugotavljanju skrbi policistov za svojo psihofizično pripravljenost, njihovega znanja iz borilnih veščin in njihovega pogleda na stanje na tem področju v času šolanja in dela v enotah. Raziskava tudi povzema povezanost med uspešnostjo ubranitve napada na policiste in ukvarjanjem policistov z borilnimi športi v prostem času. Postavljene so tri hipoteze, katerih veljavnost se preveri s pomočjo rezultatov ankete med policisti Policijske uprave Ljubljana. Prva hipoteza, da se več kot dve tretjini policistov v svojem prostem času ukvarja s športom, se izkaže kot resnična. Prav tako tretja hipoteza, ki pravi, da če se policisti v svojem prostem času ukvarjajo z borilnimi veščinami, se pogosteje sami obranijo napada. Rezultati so prav tako pokazali, da se manj kot ena tretjina policistov v svojem prostem času ukvarja z borilnimi veščinami, ki jim služijo pri opravljanju dela, zato se druga hipoteza ovrže.

The first part of the master's thesis presents the developmental period of the Slovenian police, from militiamen to police officers. The emphasis is on developing and training staff in martial arts and psycho-physical preparation. Police authorizations were presented, which were current in a particular time period, with an emphasis on the body force and the conditions for the use of firearms. Units are presented, of which higher level of competence and specialist knowledge is expected, which in principle, do not have regular units. Changes in legislation, specifically the Police Act and the Law on Police Orders and Authorizations are described. The description is based on changes in the conditions, for the use of physical force, firearms and other measures, affecting coercive means, both in collective and personal responsibility of police officers. The thesis describes the comparison of Ju-jitsu and Taekwon-do techniques.
In the second empirical part of the thesis, a survey is presented, based on the identification of how police officers take care of their physical fitness, the knowledge of martial arts and their views on the situation during schooling and working in units. The survey also summarizes the correlation between the effectiveness of defending the attack on police officers, and engaging in martial arts in the spare time of police officers. Three hypotheses were set up, during which we wanted, by using the analysis of the obtained data from the questionnaire, which were filled out by the police officers of the Police Administration in Ljubljana, to confirm or deny this claim. It was the hypothesis, that more than two thirds of police officers were engaged in sports in their leisure time, we could confirm as true. It is also the third hypothesis, with which we find that when policemen engage in martial arts in their free time, they often defend themselves against attacks. Unfortunately, we had to reject the second hypothesis, because the results showed, that less than one third of police officers are engaged in martial arts in their spare time, which serve them in performing their job duties. |
