Abstract

Že več desetletij izraelsko-arabski spor predstavlja največji dejavnik destabilizacije Bližnjega vzhoda, ki ima razsežnosti preko meja regije. V jedru spora je Jeruzalem, mesto, ki je razpeto med tremii religijami in ki je okupirano s strani Izraela kljub svojemu posebnemu statusu. Območje bivše mandatne Palestine tako predstavlja ozemlje nenehnih sporov med Izraelci in Palestinci za uresničitev lastnega načela do samoodločbe. Na videz nerešljivo palestinsko vprašanje je bilo s strani mandatne sile Velike Britanije predano novonastali organizaciji OZN, ki naj bi ga razrešila in poiskala pravično rešitev v novem svetovnem redu. ZN so kmalu sprejeli znano delitveno resolucijo, ki še danes predstavlja temelj razrešitve palestinskega vprašanja. Ta je predvidevala nastanek dveh držav z internacionalizacijo Jeruzalema. Vendar zaradi pomanjkanja politične volje in nenehnega spreminjanja stanja s strani Izraela na tleh bivše mandatne Palestine je ta ostala neuresničena. Današnje dogajanje na tistem delu sveta pa ne kažejo na to, da bi v kratkem prišlo do pravične rešitve. V diplomski nalogi bom poskušala na najboljši način z deskriptivnim pristopom in analitično metodo prikazati delovanje OZN in njen prispevek k razrešitvi statusa Jeruzalema in Palestine. Opredelila bom status svetega mesta in Palestine skozi sprejete resolucije OZN ter kritično ocenila (ne)zadostnost delovanja poglavitnega organa, Varnostnega sveta OZN.

Secondary abstract: For more than a decade, the Israeli-Arab conflict represents the biggest factor in the destabilisation of the Middle East that spreads beyond borders of religion. In the heart of it all is the city of Jerusalem, divided by three religions and occupied by Israel, despite its particular status. The area of Mandatory Palestine represents a region of continuous conflict between Israeli and Palestinians for the realisation of their own principle of self-determination. Seemingly, irresolvable Palestinian question was delivered to the newly established organisation UN, by the mandate power, Great Britain, to resolve and find a just solution for the newly established world order. UN has quickly passed a division resolution, which still today represents the foundation of the resolution of the said Palestinian question. It predicts the establishment of two sovereign countries with the internationalisation of Jerusalem. Because of lack of political will and constant changing of the situation from Israel, the division resolution remains unresolved until today. In my thesis, I am trying to show, in the best possible way through a descriptive approach and analytical method, the workings of the world organisation and its contribution to resolving the Jerusalem and Palestine status. I will define the status of the holy city and Palestine through implemented UN resolutions and I will critically evaluate inadequate workings of the principal organisation, UN.
