Abstract

Staranje prebivalstva je pojav, s katerim se bodo soočile mnoge države članice EU, med njimi tudi Slovenija. V slovenskem zdravstvenem sistemu velja načelo solidarnosti, učinkovitosti in kakovosti, kar pomeni, da je posamezniku omogočena ustrezna zdravstvena oskrba. Starajoče se prebivalstvo, nižji delež delovno aktivnega prebivalstva in boljše zdravstvene storitve so razlogi, zaradi katerih bodo v zdravstvenem sistemu potrebne reforme. V želji po ohranjanju košarice zdravstvenih pravic v enakem obsegu bodo potrebni finančni ukrepi, saj je financiranje zdravstvene blagajne podvrženo močnim pritiskom. V kolikor ne bomo uspešni pri reformiranju zdravstvenega sistema, se bomo soočali s problemom kakovosti in učinkovitosti. Košarica pravic se bo zmanjševala, kar bo pomenilo več neposrednih plačil iz žepa, čeprav se takšen način plačevanja ob trenutnem stanju v državi ne priporoča.

Secondary abstract: The ageing of population is a challenge that many countries in EU will face, including Slovenia. The values of solidarity, efficiency and quality apply in the Slovenian health care system, which means that an individual is provided with adequate health care. An ageing population, a lower proportion of the working-age population and better health care services are causes that will lead to reforms in the health care system. The desire to keep all the rights that are available to the current users will require financial measures, as funding for the health fund is subject to intense pressure. If we are not successful in reforming the health care system, we will face quality and efficiency issues. The current rights will be decreasing, which will mean more direct payments out of pocket, although this type of payment is not recommended in the current state of the country
