Abstract
Brezpilotni zrakoplovi so se začeli pojavljati na prelomu 19. in 20. stoletja. Sprva so jih razvili in uporabljali predvsem v vojaške namene, v zadnjem času pa vse več tudi v civilne. V diplomski nalogi želimo ugotoviti, ali lahko v bližnji prihodnosti dejansko pričakujemo dostavljanje dobrin z brezpilotniki. V nalogi smo se poslužili kvalitativne raziskave dokumentov in primerjalne metode za preučevanje raznolikosti, s katero smo primerjali predvsem tradicionalne načine dostavljanja in dostavljanje z brezpilotniki. Poudarjamo pomembnost pravne ureditve tega področja. Ker je letalstvo dejavnost, ki ne pozna državnih meja, je zakonodaja s tega področja izredno kompleksna.
Dostava z brezpilotniki ima svoje prednosti in slabosti ter priložnosti in nevarnosti. Njena najpomembnejša prednost je cenovna ugodnost, kar potrjujejo v stroškovnih analizah. Pomembna prednost je tudi enostavno dostopanje do odročnih krajev, kar se je ničkolikokrat potrdilo tudi v praksi. S tovrstnim dostavnim načinom lahko nenazadnje tudi zmanjšamo emisije ogljikovega dioksida. Seveda pa moramo omeniti tudi številne slabosti tovrstne dostave. Globalna ureditev tega področja, vključno s standardi, še zdaleč ni ustrezno urejena in vsekakor potrebuje izboljšave. Morda največja slabost pa je mnenje javnosti, saj se pojavljajo pomembna vprašanja v zvezi z varovanjem zasebnosti ter svetlobnim in zvočnim onesnaževanjem. Problematiki sta za širšo javnost izjemno pomembni in lahko odločilno opredeljujeta, ali bo v prihodnosti dejansko potekala dostava dobrin z BPZ na potrošnikov prag.

The use of unmanned aerial vehicles (drones) started around the year 1900. First they were mostly used in war but lately they started to be used in civilian ways also. This thesis has a goal to determine whether the drones will be used to deliver things in the future. The method used in this thesis are quantitative research of documents and comparative method to make comparisons between the traditional ways of delivering by trucks and by drones. An important topic of this thesis is to research the jurisdiction of drones and drone delivery. The laws about drones are extremely complex because flying of objects is an international issue.
The delivery via drones has its strengths, weaknesses, opportunities, and threats. The biggest strengths of this type of delivery is in its cost efficiency, which cost analysis has repeatedly proven. Pro of drone delivery is also in its ability to reach places which are hard to reach otherwise. Its strength is also in the fact that the delivery using drones can reduce carbon emissions. But there are also cons of drone delivery. Global regulations and standards definitely need improvements. Perhaps the greatest weakness of drone delivery is public opinion. Drones can cause a bigger sound and light pollution and the general public is very sensitive to those topics. Public opinion can be detrimental in deciding whether drones will actually deliver goods to people's doors in the future. |
