Abstract

Gospodarske javne službe so del javnega sektorja in spadajo v kategorijo javnih služb. Z njimi se zagotavljajo dobrine in storitve, katerih zagotavljanje je v splošnem interesu vseh. Gospodarske javne službe delimo na državne in lokalne. Državne so tiste, za zagotavljanje katerih je odgovorna država, lokalne pa tiste, za zagotavljanje katerih so odgovorne lokalne skupnosti. Slednje delimo še na obvezne in izbirne. Gospodarske javne službe zasledimo tudi v drugih državah, predvsem članicah Evropske unije. Pravo Unije je vplivalo na liberalizacijo gospodarskih javnih služb in posledično zatiranje monopolnega izvajanja slednjih. Izvajajo se lahko na različne načine, prek režijskega obrata, javnopravnega gospodarskega zavoda, javnega podjetja, prek koncesij ter prek javno-zasebnega partnerstva. Financirajo se iz državnega oz. občinskega proračuna in z zaračunavanjem storitev.

Secondary abstract: Public services of general economic interest are part of the public sector and fall into the category of public services. They provide goods and services of which the provision is in the general interest. There are national public services of general economic interest which are provided by the state and local public services of general economic interest which are provided by the local communities. There are two types of local public services, compulsory and optional ones. Public services of general economic interest can be also found in other countries, especially European Union member states. The Union law has had an impact on liberalization of public services of general economic interest and consequently suppression of monopoly implementation of them. They can be implemented in different ways, over direct control, public economic institutes, public enterprises, over concessions and over public-private partnerships. They are financed either from the state or municipal budget, or by charging final users.
