Vpliv migracij na občutek varnosti v občini Črnomelj

Abstract

Varnost je za vse nas izredno pomembna vrednota, ki smo jo pripravljeni braniti tudi sami. Za njeno zagotovitev se ne vedno nanašamo samo na institucije, ki skrbijo za našo varnost in posredujejo, kadar je ta ogrožena. Zavedati pa se moramo tiste zlate sredine, ki nam pove, kdaj je treba zaprositi za pomoč ali pa priskočiti na pomoč k tistemu, ki jo potrebuje. Naše okolje se sčasoma vedno znova spreminja, s čimer nastajajo tudi nove varnostne grožnje. Zato je zagotavljanje varnosti zahteven in dosleden proces, ki potrebuje veliko pozornosti in veliko vključenost raznovrstnih akterjev. Le na tak način se lahko zagotovi čim večjo pokritost dejavnikov, ki bi lahko povzročili kaos, torej zamajali našo varnost. Ker pa vemo, da posameznikova varnost ni odvisna zgolj od okolja, torej se ne smemo zanašati le na izvajanje dejavnosti na lokalni ravni, ampak moramo na problem pogledati celovito in se ga lotiti tudi na mednarodni ravni. Ena izmed takšnih groženj so tudi migracije in posledice, ki jih te prinašajo s seboj. Glavni subject diplomske naloge je tako občina Črnomelj, ki se z migrantsko krizo sooča vse od leta 2015. Ta se s krizo sama ne more spopadati, ne glede na to, koliko različnih subjektov varnosti se s težavo ukvarja. Ravno zaradi tega je pomembno zaupati v institucije, ki skrbijo za ohranitev varnega okolja, sodelovati z akterji in se vključevati v proces ohranitve varnosti. Vsekakor pa moramo biti pazljivi, da v tem procesu ne prestopimo meje in da ne postanemo mi grožnja za okolje in tisti, ki omaja občutek varnosti ostalih. V zaključni nalogi se bomo tako posvetili predvsem občanom občine Črnomelj. Z anketnim vprašalnikom bomo preverjali, kakšen vpliv ima migrantska kriza na njihov občutek varnosti. Pričakujemo lahko odziv, ki je bodisi pozitiven, bodisi negativen in poln predsodkov ter ustvarjajoč vsesplošno paniko – morebiti tudi do te mere, da bi lahko v prihodnosti prišlo do novega genocida. Vemo, da še vedno prihaja do množičnih pobojev, in zavedati se moram, da nimamo nobenega zagotovila, da se trenutna situacija z migrantsko krizo ne bo končala na isti način.

Secondary abstract:	The sense of security is a tremendously important value to us all, which we all would be personally ready to fight for. For it to be achieved, we always rely only on institutions that are in charge of providing us with security and informing us of it being endangered. But we have to recognize the golden mean, which tells us when we have hit the point of needing to ask for help or to perhaps lend a hand to a person that needs it. Our environment keeps changing over time and with changes also come new security threats. This particular reason is why achieving security is a challenging and consistent process, which demands a lot of attention and inclusion of various operators. Only in this way can a higher coverage of chaos-inducing and security-disturbing factors be assured. But as we already know, an individual’s security is not only dependant on its environment; therefore we cannot depend on local activity – we need to look at a problem comprehensibly and deal with it on an international level. One of such threats are also migrations and its ensuing effects. The main subject of this thesis is thus the municipality of Črnomelj, which has been facing the migrant crisis since 2015. It cannot tackle the crisis by itself, no matter the amount of security administered subjects that are included in the fight against it. That itself is the exact reason for the importance of putting our trust into institutions that are charged with keeping our settings safe; cooperating with higher operators; and including ourselves into the process of maintaining security. Yet we have to be careful through all of this not to overstep boundaries, for us to not become a threat to our surroundings and not to become the one that threatens the sense of security of others. In the thesis we will mainly address the citizens of the Črnomelj municipality. With a survey we will review the effects of the migrant crisis on their sense of security. We can expect a number of things: for the reactions to be positive or negative; for it to be full of prejudice and generally panic-inducing – perhaps even to the point of it bringing about a modern genocide. We are aware of the still-present mass killings and yet have no guarantee of the current migrant crisis not to end in this exact way.
