Abstract

Kot vsaka druga država se tudi Republika Slovenija sooča s čezmejnim kriminalom. Ker ga je vedno več, sta pomembna medsebojno sodelovanje policijskih enot in njihov moderen način dela, saj le tako države lahko zmanjšajo čezmejna tveganja za kriminalna združenja. V diplomskem delu smo opisali začetek in razvoj sodelovanja med državami ter skupen boj proti čezmejnemu kriminalu. Opisali smo razne organizacije, ki zatirajo čezmejni kriminal in so ključne za boj proti njemu, kot so Interpol, Europol, Frontex in podobne. Čeprav te organizacije storijo zelo veliko in so kar se da dejavne, pa je to velikokrat premalo. Slovenija je zato s sosednjimi državami sklenila dvostranske pogodbe in dogovore, ki omogočajo boj proti čezmejnemu kriminalu na bolj lokalni ravni. Ker največ sodeluje prav z obmejnimi državami, smo jih podrobneje predstavili. Slovenija deluje v dveh centrih za policijsko sodelovanje, in sicer v Megvarjah in v centru Dolga vas, ki omogočata hitrejše sodelovanje, saj so v isti stavbi policisti več držav in imajo med sabo tudi neposreden stik. Opisali smo oblike sodelovanja, kjer je bil prav tako velik pomen na sodelovanju Slovenije z obmejnimi državami. Analizirali smo, ali vplivajo na državno suverenost in celovitost. Ob kršenju sodelovanja ju lahko namreč druge države ogrožajo, s čimer ogrozijo tudi nadaljnja sodelovanja ter krhajo pridobljene dobre odnose in izkušnje. V zaključku smo preverjali hipoteze o državni celovitosti, oblikah čezmejnega sodelovanja in jasnosti pooblastil tujih državnih organov na slovenskem ozemlju.

Secondary abstract: As every other country, Slovenia too has to deal with international crime. Because crime numbers are rising, it is important that police units cooperate and use modern ways to deal with crime. In the diploma, we described the beginning and development of international police cooperation. We described organisations that are important for reducing international crime such as Interpol, Europol, Frontex and others. Even though these organisations are as active as they can be, it is often not enough. That’s why Slovenia decided to conclude treaties with its neighbourhood countries that allow crime fighting on a more local level. We presented cooperation of Slovenia with its neighbourhood countries because it is the most active. Slovenia also works in two centres for police cooperation in Megvarje and Dolga Vas. These centres allow faster cooperation because there are police officers of more countries in the same building and work face to face with each other. We also described forms of cooperation where the emphasis was again on Slovenian neighbourhood countries. We analysed if these forms jeopardise Slovenian sovereignty, because if so it can crumble the before good relationships and effect future cooperation between the countries. In the conclusion we were checking the hypothesis about Slovenian sovereignty, forms of cooperation and clarity of police powers of foreign police officers on Slovenian territory.
