Abstract
V diplomski nalogi so predstavljeni evropski finančni instrumenti za namen prostorskega razvoja in urejanja prostora. V nalogi je izdelan pregled teh instrumentov, s poudarkom na instrumentih regionalne in kohezijske politike EU. Prikazani so z vidika njihovega namena in ciljev, upravičenost črpanja glede na uporabnike ter možnosti črpanja z vidika postopkov in prijave na razpis. V nadaljevanju smo analitično ovrednotili stanje v Sloveniji z vidika regionalne in kohezijske politike, črpanja finančnih sredstev ter prepoznavnosti samega področja. Predstavljen je tudi primer slovenske prakse, ki smo ga kritično ovrednotili. V zaključku naloge je predstavljena problematika finančnih sredstev EU, načini in ukrepi, s katerimi ustrezne institucije spodbujajo slovenske prijavitelje ter možnosti za morebitne izboljšave na omenjenem področju.

Secondary abstract: |
The diploma describes the European financial Instruments for purpose of land development and spatial planning. The diploma shows up an overview of these instruments, focusing on EU regional policy instruments. They are shown in terms of their purpose and objectives, the eligibility of drawing in relation to users and the possibilities of drawing in terms of procedures and applying for a tender. In the following, we analytically evaluated the situation in Slovenia in terms of cohesion policy, absorption of funds and the visibility of the area itself. An example of Slovenian practice, which we have critically evaluated, is also presented. The end of the thesis presents the issue of EU funding, the ways and measures by which the relevant institutions encourage Slovene applicants, and the possibilities for possible improvements in this field. |
