Abstract

Podnebne spremembe predstavljajo resno grožnjo človeštvu. S ciljem boja proti podnebnim spremembam mednarodna skupnost spodbuja k zelenemu inoviranju na področjih kot so zelene energije, transport, zmanjševanje emisij toplogrednih plinov in druga. Finančni, normativni, politični, tržni in drugi faktorji lahko vplivajo na stopnjo inoviranja na določenem teritoriju. Priznanje zelenih patentov kot ključnih za tako spodbujanje zelenih inovacij kot širjenje »zelenega znanja« je privedlo do vzpostavitve posebnih shem označevanja patentov zelenih tehnologij in sistemov hitre obravnave zelenih patentov. Delo povzema vse ključne faktorje, ki lahko vplivajo na zelene inovacije na splošno in v Sloveniji. Zaradi odsotnosti ene, enotne definicije zelenih inovacij, zelenih tehnologij in zelenih patentov, smo pregledali obstoječo literaturo in opredelili delovno definicijo vseh treh terminov. V delu sta predstavljeni tudi hierarhični strukturi IPC zelenega seznama in Y02/Y04 klasifikacijske sheme. Poleg tega je bila z namenom ugotovitve prednosti ter možnosti za izboljšave takšnih programov na splošno opravljena primerjava programov hitre obravnave zelenih patentov v Koreji, Združenih državah Amerike in v Združenem kraljestvu, ter njihovih glavnih značilnosti. Nenazadnje je bila opravljena statistična analiza zelenih patentnih prijav in podeljenih zelenih patentov slovenskih inovatorjev in prijaviteljev, s čimer smo prikazali stanje zelenih inovacij v Sloveniji v letih od neodvisnosti do danes.

Secondary title: Green innovation and the role of green patents in encouraging innovation in the field of green technologies
Secondary abstract: Climate change is a serious threat to mankind. In order to fight it the international community has been encouraging green innovation in fields like green energy, transportation, reductions of greenhouse emissions and others. Financial, legislative, political, market and other factors may affect the degree of green innovation in a certain territory. The acknowledgement of green patents as essential for both fostering green innovation and spreading »green knowledge« resulted in special tagging schemes of green technology patents and fast-tracking green patent programs. Present work summarizes all main factors that may influence green innovation in general and in Slovenia. Due to the absence of one, commonly accepted definition of green innovation, green technology and green patents, we reviewed existing literature and created working definitions of the three terms. IPC Green Inventory list and Y02/Y04 tagging scheme hierarchy structures are also presented in this work. Furthermore, a comparison of Korean, UK and US fast-tracking green patent programs and their main features was made in order to determine the advantages and room for improvement of the programs overall. Finally, a statistical analysis of green patent applications and grants made by Slovenian inventors and applicants was performed in order to shed light on state of green innovation in Slovenia in the years from its independence until today.
