Abstract
Občine v Sloveniji vse bolj intenzivno izvajajo aktivnosti povezane s trajnostno mobilnostjo, kar se kaže tudi v porastu vseh oblik kolesarjenja. Kolesarska infrastruktura je zato vedno bolj obremenjena, kolesarji pa so med najbolj ranljivimi udeleženci v prometu. Varnost kolesarjev postaja prioriteta razvojnih strategij, vendar pa se v Sloveniji, še posebej v lokalnih skupnostih vsako leto še vedno zgodi ogromno prometnih nesreč z udeleženimi kolesarji. Slovenske občine so namreč zaradi pomanjkljive in slabo izvedene ali vzdrževane kolesarske infrastrukture še vedno prepoznane kot precej nenaklonjene kolesarjem. Poleg tega problem predstavlja tudi neustrezna pripravljenost kolesarjev na potencialna tveganja, kar nakazuje na potrebo po učinkovitejših ukrepih zagotavljanja njihove varnosti. Z namenom pridobiti vpogled v potrebe glede izboljšav varnosti kolesarjev in ureditve kolesarske infrastrukture v lokalnem okolju smo izvedli dvonivojsko raziskavo, s katero smo analizirali zadovoljstvo prebivalcev Mestne občine Celje z varnostjo kolesarjev in kolesarske infrastrukture, ter stališča uporabnikov spleta o uporabnosti digitalizacije varnostnih tveganj na kolesarskih poteh. Rezultati kažejo, da respondenti pretežno niso zadovoljni z varnostjo kolesarjev v Mestni občini Celje. Večina je prepričana, da občina za varnost kolesarjev ne naredi dovolj, odgovornost za nesreče z udeleženimi kolesarji pa v največji meri pripisujejo kolesarjem in voznikom avtomobilov, velik delež pa tudi občini. Respondenti prav tako niso dobro obveščeni in ozaveščeni o pomenu in doprinosu trajnostne mobilnosti. Ugotavljamo, da je treba izboljšati varnostno kulturo voznikov, na nivoju občine pa zagotoviti ustrezno urejenost kolesarske infrastrukture in promocijo ukrepov trajnostne mobilnosti. Glede na ugotovitve raziskave bi bilo smiselno spodbujati tudi informiranost kolesarjev z digitalizacijo podatkov o kolesarskih poteh in varnostnih tveganj, saj bi to lahko vplivalo na njihovo boljšo pripravljenost oziroma previdnost.

Residents' perceptions of the cyclist safety and cycling infrastructure in the Municipality of Celje |

In Slovenia municipalities are increasingly performing activities related to sustainable mobility which is reflected in the increase of all forms of cycling. Cycling infrastructure is therefore becoming more congested, while cyclists are due to their weakness among the most vulnerable road traffic participants. Therefore, the safety of the cyclists is becoming a priority of development strategies, however in Slovenia, especially in local communities, there are still many road traffic accidents with cyclists occurring every year. Due to the lack and poorly implemented or maintained cycling infrastructure Slovenian municipalities are still recognized as quite unfavourable to cyclists. Furthermore, the problem is also the inadequate preparedness of cyclists for potential risks on road, which indicates the need for more effective measures to ensure their safety. In order to gain insight into the needs for improving the safety of cyclists and arranging cycling infrastructure in the local environment we conducted a two-level survey which analysed the satisfaction of the residents of the Municipality of Celje about the safety of cyclists and cycling infrastructure and perceptions of web users on the usefulness of digitisation of safety risks on cycling routes. Results show that the respondents are mostly not satisfied with safety of cyclists. Most of them believe that the municipality is not doing enough for their safety. They mainly attribute the responsibility for accidents to cyclists and other drivers, while a significant proportion believes that municipality is also responsible. Respondents are also not well informed and aware of the importance and contribution of sustainable mobility. We found that there is a need to improve the safety culture of drivers as well as proper maintenance of the cycling infrastructure and promotion of the sustainable mobility at the municipal level. According to the findings it would be beneficial to promote awareness among cyclists with digitisation of data about cycling routes and their safety risks as this would affect their better preparedness and caution. |
